Documenting climate mainstreaming in the EU budget - making the system more transparent, stringent and comprehensive

This study examines the current methodologies used for tracking climate-related and biodiversity-related expenditure in the EU budget. It identifies strengths and weaknesses of the current methodologies, and examines proposed changes to the methodologies for the 2021-2027 financial perspective. On this basis, it identifies potential objectives for strengthening the tracking mechanisms, and puts forward suggested approaches to meeting those objectives.

Plenary round-up – Brussels, June 2020

The June 2020 plenary session was the fourth conducted with Members participating remotely, although this time a majority were present in Brussels, and using the alternative voting procedure put in place in March by Parliament's Bureau. The session focused on a number of urgent legislative proposals as well as votes on draft amending budgets and the guidelines for the 2021 EU budget. The June 2020 plenary session was the fourth conducted with Members participating remotely, although this time a majority were present in Brussels, and using the alternative voting procedure put in place in March by Parliament's Bureau. The session focused on a number of urgent legislative proposals as well as votes on draft amending budgets and the guidelines for the 2021 EU budget. Parliament adopted recommendations on the negotiations for a new partnership with the United Kingdom, and discussed the European Council meeting held subsequently on 19 June. Members heard Council and European Commission statements on anti-racism protests, on the Conference on the Future of Europe, and on Covid-19 related issues: protecting strategic sectors; tackling disinformation; and protection of cross-border and seasonal workers. Members also discussed the situation in the Schengen area following the Covid-19 outbreak, as well as tourism and transport in 2020 and beyond, and land-grabbing and deforestation in the Amazonas. Members debated statements from the Vice President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, Josep Borell, on the foreign policy consequences of the Covid-19 crisis, on China's national security law for Hong Kong, and on the EU response to the possible Israeli annexation of the West Bank. Finally, Parliament adopted decisions creating a subcommittee on tax matters, a special committee on beating cancer, a special committee on foreign interference and a special committee on artificial intelligence.

Amending Budget No 1/2020: Support to Greece to face migration pressure, measures to fight coronavirus and reconstruction assistance to Albania

Draft Amending Budget No 1/2020 (DAB 1/2020) would provide additional funds to help address the needs arising from the increased migration pressures in Greece, assist Member States to limit the impact of the coronavirus outbreak through meeting needs for equipment and medical products, and contribute to Albania's post-earthquake reconstruction. The European Parliament is expected to vote, under the urgent procedure, on the Council position on DAB 1/2020 during the 16-17 April plenary session.

Draft Amending Budget No 1/2020 (DAB 1/2020) would provide additional funds to help address the needs arising from the increased migration pressures in Greece, assist Member States to limit the impact of the coronavirus outbreak through meeting needs for equipment and medical products, and contribute to Albania's post-earthquake reconstruction. The European Parliament is expected to vote, under the urgent procedure, on the Council position on DAB 1/2020 during the 16-17 April plenary session.

The European Union is preparing its next long-term budget – the 2021-2027 Multiannual Financial Framework (MFF). However, more than a year and a half after the European Commission made its MFF proposal, differences persist over the size of the budget and spending levels on individual policies. The European Parliament has called for an ambitious budget, capable of financing new initiatives, such as the European Green Deal. Despite tensions, a decision on the next MFF is still expected in 2020, before the planned start of the next financing period at the beginning of the following year. The later the decision comes, the more significant the negative consequences for beneficiaries of the EU budget, as some aid programmes could be delayed. This note offers links to recent commentaries, studies and reports from international think tanks on the EU’s long-term budget and related issues. The current item includes a recent package of publications on the MFF prepared by the European Parliamentary Research Service.

Conciliation agreement on the 2020 EU budget

On the final day of the 21-day conciliation period – 18 November 2019 – European Parliament and Council negotiators reached a provisional agreement on the 2020 European Union budget. The 2020 budget is the final annual exercise under the multiannual financial framework (MFF) for 2014-2020. The joint text provides for total commitments of €168.69 billion (1.5 % increase as compared to 2019) and total payments of €153.57 billion (+3.4 % over 2019). The Council intends to adopt the agreed text on 25 November, and Parliament will then vote on approving the text during the November II plenary session in Strasbourg.

Pilot projects and preparatory actions in the annual EU budgetary procedure

Pilot projects and preparatory actions (PP/PAs) are tools introduced in the European Union (EU) budget that aim at testing new policy initiatives and/or preparing the ground for the adoption of future measures. Such PP/PAs give Members of the European Parliament the possibility to initiate innovative policies and fund them in advance of a legal basis being set. Both new PP/PAs and those continued from previous years must be included in the EU budget through the annual budgetary procedure.

As the European Commission approaches the last full year of its five-year mandate, this publication provides an up-to-date overview of the state of play in the delivery of the various legislative and other political initiatives flowing from the ten priorities defined by the Commission's President, Jean-Claude Juncker, on taking office in 2014. The paper is intended both to assess the progress towards the targets that the Commission has set itself, and to identify areas in which difficulties have been, or are being, encountered, as the EU institutions prepare for the 2019 European Parliament elections. The analysis – part of an on-going series throughout the Commission's five-year term – finds that, so far, 89 per cent of the proposals envisaged by the Commission have been tabled, and 40 per cent have been adopted. Of the 49 per cent proposed but not yet adopted, around two-thirds are progressing well through the EU legislative process.

Members addressed an oral question to the European Commission regarding negotiations for a Convention establishing a multilateral court for the settlement of investment disputes (MIC). Members also adopted, inter alia, reports on transnational arrangements for mitigating the impact of the introduction of IFRS 9, on the instrument contributing to stability and peace, on the ranking of unsecured debt instruments in insolvency hierarchy as well as on the implementation of the European Disability Strategy.
