Implementation of the rule of law conditionality regime

On 20 November, the European Parliament's Committees on Budget and on Budgetary Control, jointly adopted a report assessing the implementation of the Conditionality Regulation in force since 2021. This Regulation allows the EU to suspend or reduce funds if rule of law breaches pose a direct risk to the EU budget or the financial interests of the Union. The report, to be debated in plenary in December, calls for further improvements to the Regulation, including increased transparency, a simpler complaint procedure, enhanced protection for final beneficiaries, a stronger parliamentary scrutiny role, and better coordination of rule of law instruments.
