European defence industry reinforcement through common procurement act (EDIRPA)

On 19 July 2022, the Commission put forward a proposal for a regulation establishing the European defence industry reinforcement through common procurement act (EDIRPA). The key goals were to address the EU's most urgent and critical defence capability gaps and incentivise the EU Member States to procure defence products jointly. The Council adopted its general approach on the proposal on 1 December 2022. The AFET and ITRE joint committee rapporteurs published their draft report on 18 January 2023. The committee report, together with a mandate to enter into interinstitutional negotiations, was adopted on 25 April 2023. On 27 June, the co-legislators reached a political agreement on EDIRPA, The Permanent Representatives Committee (Coreper) confirmed the provisional agreement on 5 July 2023. The AFET/ITRE joint committee approved the provisional agreement on 17 July 2023. The Parliament is due to vote on the agreement in plenary during its September 2023 session. Fifth edition.
