Child residential care reforms
According to international standards, children without parental care should grow up in a setting as close as possible to a family or in a small group. After serious concerns had been raised about residential care for children and youths, several EU countries started to transition from institutional to family-based care. In parallel, residential care in small units may still be seen as part of a continuum of services for children and youths with varying needs. In the EU, care for children and youths ...

The 28th regime
Although it is a long-standing concept, the 28th regime was emphasised by Enrico Letta's report in 2024 as a major recommendation to reinforce the single market and remove internal barriers. The International Monetary Fund estimates that the persistent barriers to the EU single market still represented the equivalent of a 110 % tariff on services. The 28th regime, which has yet to be defined, would possibly be a specific legal framework that would govern various aspects of businesses that opt into ...
Understanding EU policies for people with disabilities
The EU and its Member States have signed the UN Convention on the Rights of Persons with Disabilities and use its definition of disability as a common reference at EU level. There is no other harmonised definition of disability in the EU. The introduction of the Global Activity Limitation Instrument indicator (GALI) in most of Eurostat's social and economic surveys offers the opportunity to have a clearer assessment of disability in the EU than before. It confirms that in 2024 the prevalence of disability ...
