This study, commissioned by the European Parliament’s Policy Department for Citizens' Rights and Constitutional Affairs at the request of the Committee on Women’s Rights and Gender Equality, explores the working conditions of migrant women in agriculture in the EU, focusing on some case studies in Italy and Spain. In particular, it aims to examine the factors that render women vulnerable to exploitation, paying attention to gendered dynamics and power relations. The study contends that to prevent and combat exploitation in agriculture it is necessary to implement concerted actions aimed at tackling, from a human rights and gender perspective, the structural factors of a socio-economic system which fosters and relies on workers’ vulnerability.

This briefing provides an update on the revision of the posting of workers directive in the European Parliament, and thus a follow up to the June 2016 study prepared for the EMPL Committee ‘Posting of Workers Directive - current situation and challenges’, the May 2016 EPRS appraisal of the Commission Impact Assessment ‘Revision of the Posting of Workers Directive’, and the March 2017 EPRS briefing ‘Posting of Workers Directive’.

The study was commissioned overseen and published by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee. The issue of gender gap in pensions has aroused increasing attention over recent years. While the current gap in pension levels between men and women reflects past labour market tendencies and design of pension systems, pronounced changes have occurred with regard to both employment of women and pension systems. The ageing population has stimulated revision to pension systems, including raising retirement age and the introduction of a closer correspondence between lifetime earnings and pension levels. These changes will influence the pattern in the future gender pension gap. This report recommends an approach to assessment of the future gender pension gap using the Forward-looking Gender Pension Gap Index. The index proposed spans two domains: the employment gap and pension system compensation. Both these domains impact tomorrow’s distribution of pensions between men and women.

On 26 April, the European Commission presented a European Pillar of Social Rights, which is a package of legislative proposals and recommendations aimed at enhancing work-life balance, fostering equal opportunities and better access to the labour market, as well as improving working conditions. Under the proposal, for example, new fathers would receive 10 days of paid parental leave, and parents of young children would be entitled to flexible working arrangements. The plan, generally welcomed by trade unions but criticised by employers' organisations, forms part of a wider Commission drive to strengthen the social dimension of the Economic and Monetary Union. This can be seen in the context of declining trust for the EU by citizens, in the wake of the 2008-2009 financial crisis. This note offers a selection of recent studies, reports and commentaries by some of the major international think tanks and research institutes on EU social policies. Finally, the IA could have better explained why EU action is necessary to solve the new problems and why Option 1 was ruled out despite broad stakeholder support.

The minimum wage: A motor for growth or a brake on the economy?

Even though they are one of the most analysed and debated topics in economics, their impact on (un-)employment, growth and poverty remains ambiguous. For some experts, the rise of minimum wages will lead to job losses, as it increases the cost of labour. Even though they are one of the most analysed and debated topics in economics, their impact on (un-)employment, growth and poverty remains ambiguous. For some experts, the rise of minimum wages will lead to job losses, as it increases the cost of labour. Others argue that minimum wages not only prevent the creation of a 'working poor' class, but create jobs by increasing employee purchasing power. The empirical evidence from OECD countries does not provide a clear answer. Over recent years, the focus of the debate has switched from the macro-economic effects to the social dimension of minimum wages. A statutory minimum wage is increasingly considered a useful tool to ensure fair wages and social inclusion. The international financial crisis widened the gap on minimum wage levels between many Member States. At the same time, it gave new momentum to the debate on 'just' minimum wages, low wage immigration and a harmonised minimum wage rate for all Member States. The idea of combining minimum wages with fiscal policy measures such as tax relief, earned income tax credits or additional income support provisions to increase low paid employees' incomes is a subject for further discussion. The European Parliament (EP) has adopted several resolutions against 'in work poverty' and social exclusion over recent years. The minimum wage is increasingly considered to be a tool which ensures fair wages and social inclusion.
