Research for PECH Committee - Fisheries in Japan

The present note was requested by the Committee on Fisheries of the European Parliament for its Delegation to Japan (18-22 September 2017). The note provides a review of the main characteristics and specificities of Japan fisheries sector and related activities. It provides an overview of issues such as the legal and institutional framework, fisheries management, catches, the fishing fleet, fishing industry, trade, employment, the fish market and marine research.

After staging a military coup against the Yingluck Shinawatra government, a junta has been ruling Thailand since 22 May 2014. It has drastically restricted political activities and freedom of speech. There have been numerous human rights abuses, including torture. Under a ‘roadmap to democracy’, a referendum on a new constitution is planned for August 2017 and could be followed by elections at a later stage. However, the military might retain power until the king’s successor accedes to the throne, in order to guarantee stability. Despite close trade ties, the EU has suspended the signing of a partnership and cooperation agreement and negotiations on a free trade agreement until democracy is restored. In April 2015, Thailand received a ‘yellow card’ warning by the European Commission for problems relating to illegal, unreported and unregulated (IUU) fishing.

Las regiones ultraperiféricas europeas, entre las que figura la Reunión, son importantes proveedoras de pescado y marisco para los europeos. Sin embargo, la pesca desempeña un papel primordial en la economía de las regiones insulares. Debido a su ubicación y a la escasa variedad de actividades en las que pueden mantener una ventaja competitiva, estos alejados territorios se enfrentan a dificultades específicas en lo que respecta a su desarrollo económico. Se espera que la reciente modificación de la política pesquera de la UE y el régimen de compensación nacional previsto para las regiones ultraperiféricas logren salvar estas dificultades y fomentar una mayor integración en el mercado único. La pregunta que cabe formular es si estas medidas satisfarán las necesidades de los isleños.
