The last general and extensive overhaul of the European Parliament’s Rules of Procedure, which entered into force as of 16 January 2017, was intended to bring more transparency and efficiency to parliamentary work. Among the numerous modifications, may be noted the increased attention to the conduct of Members, the streamlining of the types of thresholds for procedural requests, the increased transparency surrounding the decision to begin negotiations during the various stages of the legislative procedure, the abolition of written declarations and the modification of the maximum number of questions for written answer allowed. These and further modifications required to adapt to the 2016 Interinstititional Agreement on Better Law-making were introduced to bring clarity, incorporate existing practices and correct redundancies or inconsistencies.

En julio de 2015, la Comisión Europea propuso una reforma del régimen de comercio de derechos de emisión de la UE (RCDE UE) para el periodo 2021-2030. La propuesta de Directiva establece límites más estrictos para las emisiones de gases de efecto invernadero (GEI) con el fin de alcanzar los objetivos de la UE en materia de clima para 2030, al tiempo que protege a las industrias de gran consumo de energía del riesgo de fuga de carbono. Los folletos son documentos legalmente obligatorios que presentan toda la información necesaria para que los inversores puedan formular un juicio fundado sobre la situación del emisor y los derechos correspondientes a los títulos emitidos. Los colegisladores de la Unión han llegado a un acuerdo sobre el proyecto de Reglamento que sustituirá a la Directiva actual, y sobre el que se votará en el Pleno de abril I.

Durante la crisis financiera, su liquidez y estabilidad fueron puestas a prueba, lo que generó una propuesta legislativa para mejorar su resiliencia. Tras prolongadas negociaciones, los colegisladores llegaron, en noviembre de 2016, a un acuerdo que ahora se somete al Pleno.

Legal aid: Impact assessment of substantial amendments

This study was requested by the European Parliament's Committee for Civil Liberties, Justice and Home Affairs (LIBE) as part of the Parliament's general commitment to improving the quality of EU legislation, and in particular its undertaking to carry out impact assessments of its own substantial amendments when it considers it appropriate and necessary for the legislative process. The aim of this ex-ante impact assessment is to evaluate seven substantial amendments to the Commission’s proposal for a directive on provisional legal aid for suspects or accused persons deprived of liberty and legal aid in European Arrest Warrant proceedings, adopted by the LIBE Committee in its report of May 2015. The study concludes that the adoption of these amendments would have a generally positive impact on the fundamental rights of suspects and accused persons. The right to legal aid, and thus, equal access to justice, would be further enhanced. In particular, the ‘practical’ enjoyment of the right of access to a lawyer (Directive 2013/48/EU) by indigent people would be ensured. Overall, the justice systems of the Member States investigated in this study would benefit from the adoption of the legal aid guarantees provided by the amendments. Evidence shows that a well-functioning legal aid system can streamline the proceedings, reduce the length of time suspects are held in police stations/detention centres, and limit the number of wrongful convictions, prison overcrowding and congestion in courts. This paper contains an assessment of a set of amendments proposed by the Internal Market and Consumer Protection Committee of the European Parliament to the new Public Procurement Directives. The paper first gives a high-level assessment of all proposals that were initially considered relevant from the perspective of SMEs’ access, which is followed by a more detailed assessment of those amendments that are likely to have a significant impact on SMEs.
