As flagged up in the EPRS Outlook for the European Council on 15 December 2016, this European Council meeting concentrated on migration and internal and external security, as well as economic and social development. As events unfolded, EU leaders discussed external relations at greater length, in particular Syria, and found a solution for the Association Agreement (AA) with Ukraine. Martin Schulz, addressing the European Council for the last time as President of the European Parliament, called upon Heads of State or Government to ‘take proper ownership’ of their decisions and to involve the European Parliament, more closely in the ‘migration compacts, the Bratislava agenda and the UK withdrawal agreement’.

Nicaragua's post-electoral situation

The landslide victory of Daniel Ortega and his Sandinista National Liberation Front in Nicaragua's 6 November presidential and legislative elections came as no surprise, after the main opposition alliance – whose presidential team had been disqualified by the Supreme Court of Justice – withdrew from the contest. Both the opposition and the international community are worried that the country could drift towards an authoritarian regime.

Outcome of the European Council of 20-21 October 2016

Migration was the main topic at the European Council of 20-21 October 2016, and featured most prominently in its conclusions. Other topics discussed were global and economic issues, external relations and trade issues, in particular the Comprehensive Economic and Trade Agreement with Canada. Migration was the main topic at the European Council of 20-21 October 2016, and featured most prominently in its conclusions. Other topics discussed were global and economic issues, external relations and trade issues, in particular the Comprehensive Economic and Trade Agreement with Canada. This was the first formal European Council meeting since the informal meeting of 27 Heads of State or Government on 16 September 2016 in Bratislava, and it demonstrated how the meetings in this format are shaping the European Council’s agenda. The European Council President, Donald Tusk, had already made clear that the Bratislava declaration and roadmap would guide leaders’ actions at their regular European Council meetings.

Its external powers are broad, encompassing not only traditional foreign policy, but also development cooperation and number of sectorial policies such as trade, transport and environment. This revised and expanded report provides an analysis of the changes in the constitutional and institutional framework brought about by the Lisbon Treaty and assess the implementation of those changes including obstacles to further improvement of its implementation. This updated version takes another look on the matters of competence and mixed agreements as well on the role of the ECJ in foreign affairs.

The second EU–CELAC Summit

The second EU–CELAC Summit (eighth EU-LAC Summit) will be held in Brussels on 10 and 11 June under the theme 'Shaping our common future: working for prosperous, cohesive and sustainable societies for our citizens'. As the main mechanism of bi-regional cooperation between the EU and the region, it will seek to reinvigorate the commitment to multilateral cooperation, building on the agenda established in Santiago in 2013 and taking into account developments in both regions since then.
