It will soon be two years since the European Parliament elections of 23-26 May 2019, in which 63 per cent of Members elected were new to the house, the biggest turn-over since the first direct elections 40 years before. [...]


[...] Even if the intervening months have unexpectedly seen the most dramatic health and economic crises to hit Europe (and indeed the world) since the second world war, important questions arise about the politics of 2019. Why did turn-out at the Euro-elections rise so much? How far did the performance of the previous European Parliament influence the result? Did the political balance in the Parliament change in any significant way? How did the outcome impact the Spitzenkandidat process and relations between the Parliament and the Commission? This EPRS roundtable brings together a panel of academic experts to talk about the significance of the 2019 contest in retrospect and explore its implications for the operation and dynamics of the EU political system today.

On 25 May, the FISC Subcommittee will host a public hearing on “How can technology help in reducing fraud and making tax compliance simpler?” from 09:00-10:30 (CET). The discussion comes in context of increased calls at an international level to clamp down on tax fraud and to reduce administrative burdens on taxpayers through technological advances.


Members of the FISC Subcommittee will hear the expert views of Vincent Drezet and Peter Green (Forum on Tax Administration, OECD) on the potential of technology to both facilitate taxpayer tax compliance and to fight against tax fraud and evasion. Furthermore, Commission representatives Stefka Dzhumalieva and Momchil Sabev of DG TAXUD will share insights on how to better strengthen digital governance and discuss the practical implementation of such measures for national tax administrations

On 25 May, AIDA and EMPL Committees will organise a hearing on AI and the labour market, in which AI's impact on the future of skills will also be discussed.


The event aims to explore questions such as how can the labour market adapt to fast progressing digitalisation and increasing deployment of artificial intelligence, how to respond when new jobs emerge because of AI and some old ones disappear,what kind of skills will be needed in the future and how to ensure people have them, and how will AI change the workplace and the future of work and how to prepare for it.

25-05-2021 13:45 - 2030 climate target: review of Land Use, Land Use Change and Forestry Regulation

To achieve climate neutrality by 2050, the EU has adopted a more ambitious EU-wide, economy-wide greenhouse gas emissions reduction target of 55% by 2030 compared to 1990.


Among the proposals for revisions of relevant legislative measures to deliver on the increased climate ambition is the review of the land use, land-use change and forestry (LULUCF) Regulation to increase this sector's efforts to reduce emissions and maintain and enhance carbon removals including a potential merging of the sectors agriculture and LULUCF. The workshop intends to prepare for the upcoming legislative package of proposals in June 2021.

Europe has faced major challenges over the past six months but is looking forward and investing in long-term solutions. To tackle the fallout of Covid-19, the EU released unprecedented funds to support people, jobs and research. To face the climate emergency, Parliament continued its fight for greener politics and more ambitious goals.

Before the end of 2021, Parliament is to adopt a report on the application so far, of Regulation No. 1141/2014 on the statute and funding of European political parties and European political foundations. AFCO is the lead committee and the hearing is intended to facilitate the committee's analysis of how the regulation is being applied and which improvements could be made.


European political parties and political foundations can significantly enhance the European dimension in the political debate among citizens, thereby strengthening the democratic legitimacy of the Union. Regulation No 1141/2014, gives political parties and foundations that meet several conditions the opportunity to become European legal entities and consequently, to have access to funding from the EU budget.

In order to better understand how the said regulation has been applied so far and to be in a better position to propose amendments to it, if necessary, AFCO invited four academic experts to share their views, via video-link, with committee members. These are:

Equal access to medicine and therapies

The Pharmaceutical Strategy for Europe adopted by the EC on 25/11/2020 is based on legislative and non-legislative action. It will create a future proof regulatory framework and support the industry in promoting research and technologies that actually reach patients. It will also take into account the weaknesses exposed by the coronavirus pandemic. In this context, the ENVI Health Working Group will bring together different external experts for exchanges of views.


It is estimated that approximately 2 billion people globally lack access to essential medicines. In some of the poorest countries this affects up to half of the population, and there is often a correlation between certain diseases e.g. tuberculosis and malaria and poverty. Development and marketing authorisation of medicines is risky and costly. In many low- and middle-income countries, and sometimes new medicines are too expensive even for the health systems of high-income countries. In the EU, Member States use a mix of policy instruments to regulate the prices and determine the reimbursement of medicines and therapies. Different policies are applied for different sectors, market segments and medicines.

There will also be opportunity to raise questions during a Q & A session.

On 27 May (13.45 - 15.45), the EMPL Committee will hold the Hearing “Amazon attacks on fundamental workers' rights and freedoms: freedom of assembly and association and the right to collective bargain and action”.


The Hearing aims to examine, and get a better understanding of, reports revealed in the media about Amazon potentially monitoring its workers as well as other business and workplace practices, which might be in breach of European labour, data and privacy laws. The Hearing also aims to identify the impact of these alleged activities on the fundamental rights of assembly, association, collective bargaining and action.

Over the last decades, novel wireless communication technologies, such as mobile telephones, cellular networks, and Wi-Fi, have been developed at unparalleled speed. The forthcoming rollout of 5G technology across the EU is expected to bring new opportunities for citizens and businesses by enabling faster internet browsing, streaming and downloading, as well as by ensuring better connectivity. However, 5G, along with 3G and 4G, with which it will operate in parallel for several years, may also pose threats to human health. This event will present the results of two STOA studies, which take stock of our present understanding of the impacts of 5G on health and the environment.
