Every time a ship calls at a port, its maritime transport operator has to submit a set of pre-arrival information to a range of entities and agencies. Currently, the reporting process is not harmonised across EU ports. In addition, the information provided by ships is not efficiently shared among the actors concerned. While establishing a framework for market access to port services, and common rules on both the transparency of public funding for ports and charges for users, the proposal does not affect Member States' social and employment rules.
