Euroopan unionin yhteinen ulko- ja turvallisuuspolitiikka (YUTP) luotiin vuonna 1993, ja sitä on sen jälkeen vahvistettu perussopimuksilla. Nykyään parlamentti seuraa yhteistä ulko- ja turvallisuuspolitiikkaa ja osallistuu sen kehittämiseen erityisesti tukemalla Euroopan ulkosuhdehallinnon, unionin erityisedustajien ja unionin edustustojen toimintaa. Parlamentti vaikuttaa talousarviovaltuuksiensa kautta YUTP:n toiminnan laajuuteen sekä unionin ulkoisen toiminnan rahoitusvälineisiin.
