Briefing 06-02-2024

On 5 July 2023, the European Commission put forward a proposal for a regulation on the production and marketing of forest reproductive material (FRM) to replace the current FRM Council Directive. Plant reproductive material

Briefing 06-12-2023

On 5 July 2023, the European Commission put forward a proposal for a regulation on the production and marketing of plant reproductive material (PRM). It would replace the 10 PRM directives that currently lay down the rules for seeds, tubers, cuttings, seedlings and young plants. The proposal would introduce sustainability requirements for registering new varieties of agricultural plants, vegetables and fruits intended for professional users, while PRM intended for amateur gardeners and conservation ...

The New Alliance for Food Security and Nutrition in Africa (NAFSN) launched in May 2012 under the auspices of the G8 aims to create the conditions that will allow the African countries concerned to improve agricultural productivity and develop their agrifood sector by attracting more private investment in agriculture. The participating countries (Burkina Faso, Benin, Côte d'Ivoire, Ethiopia, Ghana, Malawi, Mozambique, Nigeria, Senegal and Tanzania) adopted 'country cooperation frameworks' (CCFs) ...

This study analyzes the seed, feed, energy, fertilizer, and plant protection agents farm input sectors from two perspectives: the demand side and the supply side. Average input shares in the EU-27 for seeds and fertilizers declined while they increased for feeds. Market concentration is the largest in the plant protection agents sector followed by the energy sector, and lowest in the feed sector.

This short note will focus first on the EU seed and Plant Reproductive Material (PRM) market, insisting on the size of seed companies, as well as on its segmentation, which has to be taken into account in market shares analysis. Market shares will be assessed in different seed segments. In a second section, the EU sector will be placed in a global perspective, which will highlight some of the European specificities, such as the non-GM nature of its seed market.

The European Commission (EC) has proposed a Regulation aimed at simplifying and updating the existing body of EU legislation on the production and marketing of plant reproductive material (PRM), including seeds. It forms part of a wider legislative package on controls of plant and animal health.

Modified (GM) crops are increasingly grown in developing countries and can lead to socioeconomic benefits and costs depending on where and how they are adopted. After examining conventional assessments of farm-level indicators such as: yield increase, pesticide costs, farmers' incomes from GM crops, the paper goes on to argue that a variety of structural issues at the national and international level have to be considered in order to obtain a comprehensive picture on the potential which GM crops ...

A complex legislative framework for the marketing of seeds and for the protection of plant variety rights has been in place for decades in the EU. It relies on both European and national rules, with the EU legislation currently under review.

The study reviews the sources and production of vegetable protein needed for animal feeding in the EU and highlights the fact that the EU imports a high proportion of its vegetable protein requirements in the form of oilseeds, particularly soya. This deficit in EU production has increased following the ban on the use of meat and bonemeal in animal feeding.
