Domestic experience of natural disasters has made Japan a global leader in disaster risk reduction. Japan is now the fifth largest donor of humanitarian aid, and Japan Disaster Relief teams are highly appreciated. On the eve of the World Humanitarian Summit (WHS), Tokyo underlines the importance of strengthening coordination between humanitarian and development assistance.

The USA is the biggest state provider of humanitarian assistance in the world. It has a complex governmental structure for the provision of this aid that delivers a vast array of measures, ranging from grants for international and non-governmental relief organisations, to direct food aid, healthcare, help for refugees, and assistance with building disaster resilience. At international level, the US supports reform of the humanitarian system in order to improve the response to crises.

More than 60 countries were represented at the EU–Africa Summit on migration, held in Valletta on 11 and 12 November, together with the EU and African Union (AU) institutions, and regional and international organisations involved in addressing the migration crisis. While the summiteers delivered a clear message on their common interests and willingness to move forward in a realistic partnership, the summit outcome fell short of the most ambitious scenario.

While Russia's relations with the West have hit a new low as the Ukraine crisis unfolds, the impact on the country's standing in the rest of the world has been more limited. Accordingly, while some Russian activity in certain international fora has been scaled back, elsewhere it continues to play an active role, for example as a leading member of the UN and as an emerging development aid donor.

Malgré des initiatives internationales et européennes visant à contrer la fragmentation de l'aide, celle-ci continue d'affecter l'efficacité et l'impact de la coopération au développement.
