Marketing of and trade in fishery and aquaculture products in the EU

The European Union is the world's largest market for fishery and aquaculture products, with a total value of extra-EU imports and exports reaching €26.6 billion in 2018. The consumption of fish in the EU exceeded 24 kg per capita in 2017, with the highest consumption levels in Portugal and Spain. The European Union is the world's largest market for fishery and aquaculture products, with a total value of extra-EU imports and exports reaching €26.6 billion in 2018. The consumption of fish in the EU exceeded 24 kg per capita in 2017, with the highest consumption levels in Portugal and Spain. In terms of production, the EU-27, excluding the United Kingdom, ranks sixth globally. This includes catches taken by EU vessels on the high seas and in the waters of third countries. The EU's self sufficiency ratio of 43 % in fishery and aquaculture products is rather low. As a result, internal demand is primarily met through imports. To ensure the supply of fish to the EU fish-processing industry, import duties are removed or reduced for a number of fishery products up to a specific annual import volume. In addition, products can enter the EU market, at zero or a reduced rate of duty, from countries with which the EU has a free trade agreement in force, or from developing countries that can export to the EU under the Generalised System of Preferences (GSP). In addition to tariffs, fish imports are subject to EU food hygiene regulations, which set out sanitary and phytosanitary requirements, and the EU's common fisheries policy (CFP). The CFP requirements include EU marketing standards − covering freshness and size categories − and specific labelling requirements that go beyond those required for other food products, for example the obligation to indicate the catch area and the main fishing gear used. Other market areas regulated by the EU cover the support and organisation of professional bodies and exemptions to competition rules. On the one hand, most market intervention mechanisms, such as withdrawal schemes and reference prices, have been removed since the most recent reform of the CFP in 2013. On the other hand, the EU fishing industry now has greater responsibility in the management of supply and demand. The submission of yearly production and marketing plans has become an obligation for all recognised producer organisations.

Directive 2009/128/EC on the sustainable use of pesticides

The study covers the implementation of the directive as a whole. Furthermore, it concentrates on the implementation of the integrated pest management principles in the individual Member States. In addition, it also provides an analysis concerning of a the development of harmonised risk indicators, the imposition of limitation and bans of on the usage of pesticides in sensitive specific sensitive areas, and the impacts that of the use of pesticides has on drinking water. The analysis is accompanied by recommendations on how to improve the implementation processes.

This briefing provides an initial analysis of the strengths and weaknesses of the impact assessment accompanying the Commission's proposal. Based on both internal and some external sources, as well as several stakeholder consultations, the impact assessment provides useful information, but lacks coherence and transparency. It acknowledges some limitations, citing lack of data and the influence of other factors, which are out of the scope of the impact assessment. The range of proposed policy options is rather limited for some areas. The impact assessment focuses on average cost effects for asset managers (and for competent authorities), without taking into account social or territorial implications and without analysing, for instance, the effects on SMEs or on the EU27 after Brexit.

L’objectif est de mieux protéger les enfants en bas âge en étendant aux gobelets et aux bouteilles destinés aux nourrissons et aux enfants en bas âge l’interdiction d’utilisation du BPA appliquée actuellement aux biberons pour nourrissons.

This European Implementation Assessment (EIA) has been provided to accompany the work of the European Parliament's Committee on Environment, Public Health and Food Safety in scrutinising the implementation of the directive establishing a framework for the setting of ecodesign requirements for energy-related products ('Ecodesign Directive'). The EIA consists of an opening analysis and two briefing papers. The opening analysis, prepared in-house by the Ex-Post Evaluation Unit within EPRS, situates the directive in the EU policy context, provides key information on implementation of the directive and presents opinions of selected stakeholders on implementation. The paper contains also short overview of consumers' opinions and behaviour. Input to the assessment was received from CPMC SPRL and from the Universitat Autònoma de Barcelona, both in the form of briefing papers: – the first paper gathers the opinions of EU-level and national stakeholders on successes in, failures of and challenges to the implementation of the directive and the underlying reasons. Experts from seven Member States were interviewed: Belgium, Denmark, Germany, the United Kingdom, Poland, Portugal and Finland. These interviews are complemented by a literature review of available studies, reports and position papers; – the second paper is based on three elements. The first part presents an analysis of the Ecodesign Directive, ecodesign working plans and related regulations, the second is based on an analysis of the scientific articles discussing the application of the directive to specific product groups and the third presents the results of the on-line surveys evaluating the application of the regulations of the directive for selected product groups.

Organic production is an overall system of farm management and food production that aims at sustainable agriculture, high-quality products and the use of processes that do not harm the environment, or human, plant or animal health and welfare. Prompted mainly by environmental concerns and in spite of the higher price of organic products, EU consumers spent over €22 billion in 2013, helping the EU organic market grow by nearly 6%. To help them make an informed choice, the European Commission introduced a specific EU organic logo in 2010, complementing earlier legislation setting up an extensive framework of rules and requirements on the production, processing, handling and certification of organic foods. While demand is mainly concentrated in North America and Europe, over three quarters of the nearly 2 million organic producers worldwide are in Asia, Africa, and Latin America. The EU continues to be a forerunner in organic agriculture thanks to strong consumer demand, strict legal protection and support for organic production. Around one eighth of the world's organic producers – 260 000 – are situated in the EU, and in 2013 they cultivated over 10 million hectares of land. Within the EU organic market Germany has the largest share (€7.6 billion) followed by France (€4.4 billion), the United Kingdom (€2.1 billion), and Italy (€2 billion). While the sustainable nature of organic farming is generally conceded, its health and nutritional benefits are still widely debated. The use of (organic) pesticides and the possible presence of residues in organically grown crops also attract a lot of attention. Meanwhile, the increasing competition for shoppers and the recent market entry of retail discounters such as Aldi, make analysts fear a price war seriously affecting farmers and food manufacturers. The recent growth in organic farming has also given rise to the so-called 'conventionalisation hypothesis', according to which some big organic farms are increasingly functioning as modified models of conventional farms.

This note examines the consequences of REACH legislation for Small and Medium-Sized Enterprises (SMEs) since its entry into force in June 2007. It looks at impacts on the internal organisation of firms (including human resources), on strategy and on business activities. We also assess the experience of SMEs with available support and the perceived added value of REACH for SMEs. Our findings are based on a review of the literature and a set of interviews to a sample of firms.
