The EU is in the process of adapting its budgetary instruments to respond to the consequences of the coronavirus crisis, in particular in raising the established ceilings for some financial instruments. The proposed adjustments include, among other things, measures aimed at helping the most fragile third countries recover from the consequences of the pandemic. In particular, on 28 May 2020, the European Commission put forward a proposal concerning the European Fund for Sustainable Development (EFSD) in order to expand its coverage and raise the funds dedicated to leverage private investment for sustainable development and the guarantees to de-risk such investment. On 21 July 2020, the European Council rejected the draft amending budget that would have provided increased EFSD funding for the current year.

The EU aims to cut greenhouse gas emissions by at least 55 % by 2030, and achieve climate neutrality by 2050. The transition to clean energy will be a challenge for those regions highly dependent on fossil fuels and high-emission industries, in particular regions with a high level of employment in the coal sector. The new Just Transition Fund, complementing the existing cohesion policy funds, will provide support to address the social, economic and environmental impacts of the transition in the most affected territories. This paper looks at the new fund and its allocation mechanism; it focuses on the EU coal industry and the potential for clean energy solutions in a selection of coal regions; and finally, it gives an overview of the level of greenhouse gas emissions in the EU by NUTS2 region.

The EU aims to cut greenhouse gas emissions by at least 55 % by 2030 and achieve climate neutrality by 2050. This will require a socio-economic transformation in regions relying on fossil fuels and high-emission industries. As part of the European Green Deal, on 14 January 2020, the European Commission adopted a proposal for a regulation to create the Just Transition Fund, aimed at supporting EU regions most affected by the transition to a low carbon economy. In the context of recovery from the coronavirus pandemic, an amended proposal on the Just Transition Fund (JTF) was published on 28 May 2020, increasingly the previously proposed JTF budget from €7.5 to €40 billion (in 2018 prices, with €10 billion under the core EU budget and €30 billion from Next Generation EU). The European Council cut the core budget part to €7.5 billion and Next Generation EU part to €10 billion in July 2020, while the European Parliament proposed an increase of the core budget resources to over €25 billion in September 2020. Funding will be available to all Member States, while focusing on regions with the biggest transition challenges. The proposed budget for the Just Transition Fund is to be complemented with resources from cohesion policy funds and national co financing. The Fund will be part of a Just Transition Mechanism, which also includes resources under InvestEU and a public-sector loan facility. The Commission expects total funding mobilised under the mechanism to reach at least €150 billion. In the European Parliament, the file has been entrusted to the Committee on Regional Development (REGI). The REGI committee voted on its report on 6 July, and the Parliament subsequently adopted its amendments on 17 September 2020, fixing its position for trilogue negotiations. Third edition. The Country-Specific Recommendations (CSRs) are annually adopted by the Council based on the Commission (COM) proposals within the framework of the European Semester. The CSRs provide integrated guidance on macro-fiscal and macro-structural measures based on the COM assessment of Member States' medium-term budgetary plans and national reform programmes in light of broad policy priorities endorsed by the European Council or adopted by the Council on th basis of the Annual Growth Survey. The Council also adopts policy recommendations to the euro area as a whole in accordance with Article 136 of the Treaty on the Functioning of the European Union (TFEU) following a COM proposal. Table 1 displays the development of the number of CSRs and the minimum and maximum number per Member State.

The EU’s ambition to achieve climate neutrality will require a transformation in those regions relying on fossil fuels and high-emission industries. The Just Transition Fund of €17.5 billion, complementing the existing cohesion policy funds, will provide support to address the social, economic and environmental impacts of the transition in the most affected territories. The European Parliament is expected to vote during the September plenary session on its legislative resolution outlining the Parliament’s first-reading position on the proposed regulation, and refer the file back to the Committee on Regional Development (REGI) for interinstitutional negotiations.

Based on an updated 'negotiating box' presented by the President of the European Council, Charles Michel, on 10 July, the special meeting of the European Council on 17-18 July will aim at finding a political agreement on the EU recovery fund, entitled ‘Next Generation EU’, and the multiannual financial framework (MFF) for the 2021-27 seven-year financing period. It will be the first meeting of EU Heads of State or Government to take place in person since the coronavirus outbreak. The last such physical meeting of the European Council – held on 20-21 February, prior to the crisis –failed to reach a political agreement on the EU's long-term budget. The revised negotiating box, taking into account the Commission's updated MFF proposals – adopted alongside, and linked to, its recovery fund proposals – envisages a reduced MFF amounting to €1.074 trillion. Furthermore, Charles Michel's proposals maintain the balance between loans and grants for the recovery fund proposed by the Commission. While a lot of pressure is being applied to find an agreement urgently, it remains to be seen whether EU leaders will agree a deal at this meeting or whether yet another meeting will be needed. In any case, the current MFF negotiations have already taken much longer than was originally intended, potentially jeopardising the timely launch of the EU's new spending programmes.

Cette logique du «juste retour» présente plusieurs limites et problèmes et ne tient aucunement compte des avantages dont bénéficient les États membres au-delà des seuls flux financiers relevant du budget de l’Union européenne. ...

Lorsqu’ils évaluent les avantages qu’ils tirent du budget de l’Union européenne (UE), les États membres (EM) analysent avant tout leur position nette respective, c’est-à-dire le solde net entre leurs contributions nationales et les transferts provenant du budget de l’Union. Cette logique du «juste retour» présente plusieurs limites et problèmes et ne tient aucunement compte des avantages dont bénéficient les États membres au-delà des seuls flux financiers relevant du budget de l’Union européenne. Les États membres peuvent profiter d’avantages indirects induits par les différentes interventions et politiques financées par le budget de l’Union. Il arrive également que l’ensemble des États membres tire parti de politiques coordonnées et financées par l’Union, qui remplacent ou complètent des mesures prises par les États membres, chacun à l’échelle de son territoire et de manière non coordonnée, générant de ce fait une valeur ajoutée supplémentaire grâce à l’exploitation de synergies. Par ailleurs, les investissements directs intra-UE, le commerce intérieur et les effets de réseau au sein de l’Union sont aussi source de bénéfices pour les États membres. Par conséquent, nous estimons que la prise en compte d’indicateurs supplémentaires pourrait permettre de dresser un tableau plus complet des avantages globaux que les États membres tirent du budget de l’Union européenne et de leur appartenance à l’Union, et que plusieurs options de réforme du budget de l’Union pourraient contribuer à sortir de la logique de la position nette.

Le 14 janvier 2020, la Commission européenne a publié sa proposition relative à un mécanisme pour une transition juste, visant à soutenir les territoires confrontés à de graves difficultés socio-économiques découlant du processus de transition vers la neutralité climatique. L’objectif de ce rapport est de présenter une analyse complète de la manière dont l’Union peut assurer au mieux une «transition juste» dans tous ses territoires et pour tous ses citoyens avec les outils dont elle dispose. Le rapport offre une vue d’ensemble et une évaluation critique de la proposition de la Commission. D’éventuelles modifications sont suggérées, sur la base de bonnes pratiques tirées d’autres initiatives de transition juste.
