On 1 July 2018, as part of the work on the EU's 2021-2027 multiannual financial framework, the European Commission proposed a package of three regulations with the aim of reshaping and modernising the common agricultural policy (CAP). One of these proposals, the Amending Regulation, introduces changes to rules governing the common market organisation (CMO) in agricultural products (including the rules on wine), the EU quality schemes (geographical indications) and the support measures for remote regions. The aim is to equip agricultural markets and support measures to face new challenges, update provisions, simplify procedures and ensure consistency with other regulations on the future CAP.

Excise duty on alcohol - Revision of Council Directive 92/83/EEC on the structures of excise duty applied to alcohol and alcoholic beverages

Council Directive 92/83/EEC harmonises the structures of excise duties on alcohol and alcoholic beverages, as agreed in 1992 by the Member States. The directive establishes common definitions of alcoholic products that are subject to duty, as well as exemptions and common reduced rates, particularly for small producers of alcoholic beverages and home-brewers. Council Directive 92/83/EEC harmonises the structures of excise duties on alcohol and alcoholic beverages, as agreed in 1992 by the Member States. The directive establishes common definitions of alcoholic products that are subject to duty, as well as exemptions and common reduced rates, particularly for small producers of alcoholic beverages and home-brewers. The European Commission began evaluating whether the rules are still up to date and ensure a level playing-field among producers, as well as whether smaller producers might benefit from simpler rules and lower excise duties. Based on the results of the evaluation process, a new legislative proposal is expected to be presented by the end of 2017. This would be the second attempt to modify the current legislation, after the first failed to obtain the approval of the Member States in the Council, in 2006.

La présente étude analyse les thèmes de la régulation du potentiel de production et de la suppression prévue du régime des droits de plantation à la lumière des contraintes définies par l'évolution de la PAC, de la situation actuelle du marché, du rôle sur le marché de différentes régions et de la complexité structurelle du secteur vitivinicole européen. L'étude analyse tout d'abord l'application du régime des droits de plantation dans l'Union européenne, puis examine les effets potentiels de la suppression de ce régime. Elle définit enfin des politiques visant à: a) contrebalancer les effets de la libéralisation des plantations; b) améliorer le fonctionnement du régime des droits de plantation en mettant en oeuvre un nouveau mécanisme de fonctionnement.

Reform of the Common Organisation of the Market in Wine (Study + Annex)

This study is a contribution to the parliamentary debate in response to the proposal for reform of the common organisation of the market in wine initiated by the Commission. It provides a brief summary of the situation in the wine market in recent years in the 25 Member States of the European Union, assesses the shortcomings of the current CMO mechanisms, analyses the Commission's proposals and puts forward specific proposals for reform of the CMO.
