The Commission's legislative proposals on the future of the common agricultural policy (CAP) were published on 1 June 2018. They comprise three proposals: a regulation setting out rules on support for CAP strategic plans; a regulation on the single common market organisation (CMO) and a horizontal regulation on financing, managing and monitoring the CAP. The proposal for a regulation on CAP strategic plans introduces a new delivery model, described by the Commission as a fundamental shift in the CAP, involving a shift from compliance towards results and performance. It includes a new distribution of responsibilities between the EU and Member States. A new planning process is proposed which will cover both Pillar I (direct payments) and Pillar II (rural development) of the CAP. This briefing note is written by the Policy Department for Structural and Cohesion Policies for the European Parliament’s Agricultural and Rural Development committee (AGRI Committee). The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. The Commission announced its proposals for the common agricultural policy post-2020 at the end of November 2017 in the form of a communication on the future of food and farming. They include proposals for: greater simplification to be achieved through increased subsidiarity involving a new delivery model, more effective targeting of direct payments, a shift towards a more results-based approach, and higher ambitions in respect of resource efficiency, environmental care and climate action. The Commission announced its proposals for the common agricultural policy post-2020 at the end of November 2017 in the form of a communication on the future of food and farming. They include proposals for: greater simplification to be achieved through increased subsidiarity involving a new delivery model, more effective targeting of direct payments, a shift towards a more results-based approach, and higher ambitions in respect of resource efficiency, environmental care and climate action. Other elements will involve addressing issues such as generational renewal, the investment gap in agriculture, the role of research, innovation and training, risk management and a new green architecture. Under the new delivery model, Member States will have responsibility for establishing a common agricultural policy (CAP) strategic plan; this would be subject to approval by the Commission and would continue to set the basic policy parameters for the CAP. The proposals have generated a range of responses and have been the subject of discussion within the European Parliament's Committee for Agriculture and Rural Development. The Council has discussed the content of the communications and they have also been the subject of discussion by the Committee of the Regions (CoR) and the European Economic and Social Committee (EESC). Looking to the future, some reflections on the Commission's proposals are considered in light of the views expressed by a number of stakeholder groups. The Bulgarian Presidency has indicated that the future of the common agricultural policy will be discussed at the informal meeting of Ministers of Agriculture in Sofia in June 2018.

Le présent document vise à expliquer les principes et règles du système des paiements directs dans le contexte de la politique agricole commune (PAC) 2014- 2020. En effet, les paiements directs constituent l’épine dorsale de la PAC et représentent la majorité — plus de 70 % — du budget de 408,31 milliards d’euros de la PAC, soit environ 42 milliards d’euros par an. En Europe, plus de 7,3 millions d’agriculteurs gérant plus de 170 millions d’hectares de terres agricoles bénéficient de paiements directs. En matière de revenus agricoles, les paiements directs représentent plus de 25 % de la valeur ajoutée brute de l’agriculture de l’Union, ce chiffre dépassant les 50 % dans certains États membres.

Farmers are often confronted with substantial changes in the prices they receive for the sale of their agricultural products, which causes financial uncertainty about their incomes. Commonly referred to as 'price volatility', this phenomenon is more evident in agriculture than in other economic sectors due to a variety of economic, natural and political factors. Data provided by the United Nations Food and Agriculture Organisation suggest that global price volatility has been on the increase since 2005 and is likely to remain a major concern for farmers in the coming decades. The Common Agricultural Policy (CAP) for the 2014–2020 period is mainly aimed at compensating farmers for the negative effects of price volatility and at tackling income volatility, rather than directly addressing price volatility itself. Indeed, market interventions have been reduced and now play the limited role of safety net measures which are only activated when prices drop below certain levels. The main policy instrument involves direct payments which provide a stable form of income for farmers regardless of market conditions. Additionally, Member States have the possibility to support three risk management tools (insurance schemes, mutual funds and an Income Stabilisation Tool) through their rural development programmes. The European Parliament has been working actively on the issue of price volatility in agricultural markets, notably by organising a hearing and launching an own-initiative report on the subject. It will also play a crucial role in determining the next CAP framework. Looking to the future, direct payments, which reduce income volatility by providing a stable form of revenue for farmers, will probably still play a role in the CAP after 2020, but a political shift towards the further development of risk management tools, especially the Income Stabilisation Tool, could be at the core of the debate on the future of the European agricultural policy. Within Pillar I, one of the most relevant issues has been that of direct payments, which became more targeted at specific goals than they have been in the past. Another key issue is the role of Member States in tailoring the new CAP according to the needs of their primary sector. Consequently, what we face today in the EU28 is a multifaceted form of agricultural support under a common EU framework.

In October 2011, the European Commission presented a set of proposals for reform of the Common Agricultural Policy (CAP). The time needed to complete the complex negotiations on the future CAP, as well as on the Multiannual Financial Framework (MFF) for 2014-20, has made it necessary to enact transitional measures for some elements of the policy.

Effets potentiels sur les marchés fonciers de l'UE des nouveaux paiements directs dans le cadre de la PAC

Le régime des paiements directs (PD) dans l'UE27 a été introduit comme élément central de la réforme de la PAC en 2003 et mis en oeuvre en appliquant divers modèles. La réforme de la PAC en 2013 modifiera à la fois la mise en oeuvre des PD et leur budget. Cette étude évalue les effets potentiels des propositions de réforme du régime de PD sur les marchés fonciers de l'Union, et la mesure dans laquelle les PD sont capitalisés dans les prix des terres.
