A new directive on work-life balance

Despite significant progress for some social groups in the area of work-life balance, there has been a general trend of decline since 2011, and progress amongst Member States has been uneven. This proposed directive (complemented with non-legislative measures) should lead to the repeal of the existing Framework Agreement on Parental Leave, made binding by Council Directive 2010/18/EU (the Parental Leave Directive). The new directive contains proposals for paternity, parental and carers' leave. Stakeholders have been divided over the level of ambition of the proposed measures. Trilogue negotiations started in September 2018, and a provisional agreement among the three institutions was reached after the sixth trilogue meeting, in January 2019. The provisional agreement is less ambitious than the original Commission proposal and the Parliament’s position, which had, in some ways, gone further than the Commission. The text was approved by the Parliament’s Employment and Social Affairs Committee in February voted in plenary in April and adopted by the Council in June 2019. Member States have to transpose most of its provisions into national law by August 2022. Fourth edition. Returning more and more migrants with irregular status to their countries of origin has become a key European Union aim in efforts to reduce chaotic and dangerous migration flows. Despite its high political priority, reiterated in European Commission President Jean-Claude Juncker's 2017 State of the Union address, the effective implementation of this objective is problematic, mainly due to resistance at the individual level, but also from the countries of origin. The 2016 partnership framework with third countries attempts to enhance cooperation with partner countries on readmission, using a wide range of positive and negative policy incentives. To make the return option more attractive for migrants with irregular status, the EU's return policy promotes voluntary returns through reintegration assistance packages. No less than 90 specific assisted voluntary return and reintegration programmes (AVRR) have been established by EU Member States, co-financed by the European Union, and implemented mainly by the International Organization on Migration (IOM). Maximising sustainable returns, understood not only as absence of re emigration, but also as a returnee's positive impact on the development of their communities of origin, is a key challenge. The nature of return chosen, and the success of economic and social integration of migrants in host countries, are the main factors of successful reintegration at the pre-departure stage, together with social and psychological counselling in preparing the reintegration project. Following arrival, training and in-kind assistance to start up a business, accompanied by measures to re-establish social networks, are what works best. Close cooperation with local partners is necessary to include reintegration assistance within existing development initiatives, to avoid duplication, resentment against returnees, and to respond to local needs.

NEETs: who are they? Being young and not in employment, education or training today

'NEET' is an acronym used to refer to young people who are not in education, employment or training. The expression, which first emerged in the mid-90s in the United Kingdom, has been eagerly adopted by the media, policy makers and researchers due to its usefulness in describing the disproportionate effects of the economic crisis on the education, training and employability of young Europeans and, in the long term, on their social inclusion. 'NEET' is an acronym used to refer to young people who are not in education, employment or training. The expression, which first emerged in the mid-90s in the United Kingdom, has been eagerly adopted by the media, policy makers and researchers due to its usefulness in describing the disproportionate effects of the economic crisis on the education, training and employability of young Europeans and, in the long term, on their social inclusion. In 2015 in the European Union, 12 % of 15- to 24-year-olds (6.6 million people) were not in a job, training or an internship. If we include young people up to the age of 29, the number of NEETs increases to almost 14 million, or 14.8 % of that age group. This social group is highly diverse, including short- and long-term unemployed people, young people in transition, young people with family responsibilities and people with disabilities or medical conditions. Statistically, young women are over-represented and the probability of being a NEET increases with age; that figure is also inversely proportional to the level of education reached and varies widely from one Member State to another. In response to the worsening of the NEET situation following the crisis, the European Commission drew up an EU Youth Strategy for the 2010-2018 period, whilst the European Parliament defended the NEET cause. The Youth Guarantee scheme created as a result is the European Union's key measure to provide support to NEETs.
