The African Union's blue strategy

Harnessing ocean resources in a sustainable manner is the 'new frontier of the African renaissance', according to the African Union. To this end, the African Union has designed an ambitious maritime strategy aimed at restoring ocean health, reinstating security at sea, and strengthening strategic 'blue growth' sectors. The EU is supporting this strategy, which is in line with the main aspects of its own approach to the Africa-EU partnership.

Although oceans are essential to us in many ways, the state of marine biodiversity remains little known. What we do know, however, is that human activities create a number of pressures such as (over-)exploitation, carbon emissions, and pollution, including marine litter. The European Union (EU) has been active in promoting the sustainable use of the seas. In early 2018, the European Commission presented a strategy to address the issue of plastics pollution, including microplastics in our seas.

Fisheries in areas beyond national jurisdiction

In June 2015, a UN resolution launched the development of a legally binding international instrument expected to break new ground in the conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction. The Atlantic Action Plan

The European Commission adopted the Atlantic Action Plan in 2013, aiming to revitalise the marine and maritime economy of France, Ireland, Portugal, Spain, and the United Kingdom after the economic crisis. Funded from existing EU programmes, the plan promotes entrepreneurship and innovation through research and technology, while protecting the marine environment. Engaging national and regional actors, it also opens up possibilities of wider transatlantic cooperation.

Since 1981, the EU has taken part in all G7 sessions. The next Summit will be held under the German presidency on 7 and 8 June 2015 in Schloss Elmau, Bavaria. The main points on the agenda will be the global economy, foreign and security policies, development, and climate issues. The leaders will also be discussing the UN conferences taking place later in 2015, the post-2015 agenda and many other specific issues such as resource efficiency, the marine environment and energy security. Preparations for the Summit included engagement with representatives of civil society (such as non-governmental organisations, the science and research community, and business associations) and three ministerial meetings (with the participation of foreign, energy, and finance ministers respectively) which helped to set the Summit agenda. The programme will however only be finalised at the last minute, dependent on the most pressing recent developments.

The EU has made a series of commitments in recent years in its capacity as a contracting party to the General Fisheries Commission for the Mediterranean, an international forum for cooperation on the sustainable management and exploitation of living marine resources. The elements of those commitments which are not already part of EU law need now to be translated into EU legislation.

This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment (IA) accompanying the Commission proposal for a Directive of the European Parliament and of the Council establishing a framework for maritime spatial planning and integrated coastal management (COM (2013) 133), submitted on 12 March 2013. It analyses whether the principal criteria laid down in the Commission’s own Impact Assessment Guidelines, as well as additional factors identified by the Parliament in its Impact Assessment Handbook, appear to be met by the IA. It does not attempt to deal with the substance of the proposal.
