Employment barriers in border regions: Strategies and EU funding

This study draws primarily on available literature, as well as on information gathered from interviews to examine barriers to employment in border regions. The study first outlines cross-border labour mobility trends and drivers. It then looks at barriers to cross-border labour mobility before assessing measures - including legislation, key programmes and initiatives, and funding structures - adopted at EU-level to address them. The study concludes by presenting a series of recommendations on ways to facilitate cross-border labour mobility going forward. This analysis has been produced by Policy Department A at request of the EMPL Committee to feed into its work on the European Social Fund Plus.

Cultural and educational policies can contribute to the development of skills needed to cope with the complexity of contemporary multicultural societies, and to qualify for jobs in the fast-growing creative and cultural industries. This is supported by research on learning processes and the impact of art and cultural education. Both Unesco and the OECD have called for a proper place for, and recognition of, art and culture in education. In the EU, competence for culture and education policies lies with the Member States, though the EU plays a role too, by supporting them financially, and supplementing and coordinating their efforts in this field. A 2006 European Parliament and Council recommendation on key competences included cultural awareness and expression as a transversal competence. This was understood to comprise knowledge of particular works of art from local, regional, national and European cultural heritage; their relationship to other cultures worldwide; self-expression in various media, styles, and forms; and openness to intercultural communication. The European Commission continues to support projects to modernise education. In 2017, it launched a public consultation on the revision of the key skills and competencies needed for the labour market of the future, with a view to updating them. The European Parliament has undertaken work on the subject in an own-initiative report.

Rooted in the Treaties, multilingualism reflects the cultural and linguistic diversity of the European Union's Member States. Language learning is critical to the construction of the European Union and imparts essential basic and transversal skills. Language acquisition starts at home, and early childhood education can further enhance self-expression. Yet it does not stop with schooling, adults too acquire language skills, even outside the formal educational system.

Following the success of the European Year of Languages (2001), the Council of Europe designated 26 September as the European Day of Languages. Since then, annual celebrations of this day have been held to promote the rich linguistic and cultural diversity of Europe. The European Parliament has consistently acted to support endangered languages and linguistic diversity in the EU, calling on the EU and the Member States to commit resources to their protection and promotion.

The EU is a unique endeavour involving more than 500 million citizens sharing about 80 different languages, and while multilingualism is a key feature, it is also one of the most substantial challenges for the creation of a truly integrated EU. Language barriers have a profound effect on cross-border public services, on fostering a common European identity, on workers’ mobility, and on cross-border e-commerce and trade, in the context of a Digital Single Market. The emergence of new technological approaches, based on increased computational power and access to sizeable amounts of data, are making Human Language Technologies (HLT) a real solution to overcoming language barriers. However, several challenges, such as market fragmentation and unsubstantial and uncoordinated funding strategies, are hindering the European HLT community, including research and industry.

Research for CULT Committee - Minority Languages and Education: Best Practices and Pitfalls

This report delivers an in-depth comparative analysis of thirteen language case studies in order to gain insight into the situation of minority languages in education in Europe. Indications for best practices are described and challenges that minority languages face in education are highlighted. Specific attention is directed to vocational education and career perspectives. Lastly, this report gives recommendations how the EU can support minority languages in education.

This report presents the different results of the research in the economics of languages that deal with the advantages and the disadvantages of multilingualism in the economy, in society and in the institutions of the EU. These results provide a general, albeit admittedly limited, picture of the needs for language policy in the current European multilingual environment. Against this background, we evaluate the relevance of the general goals and the recommendations of the European Strategy for Multilingualism (ESM). Further, we summarise the available evidence of measures and actions carried out by the Commission to implement the ESM, and, where possible, we present data on their advantages and disadvantages.
