Nadležnosti EU-a u području sporta relativno su nove. Dobio ih je tek stupanjem na snagu Ugovora iz Lisabona u prosincu 2009. godine. EU je nadležan za razvoj politike zasnovane na dokazima te za poticanje suradnje i upravljanje inicijativama kojima se podupiru tjelesna aktivnost i sport diljem Europe. u sklopu prvog programa Erasmus+ (2014.–2020.) prvi je put uspostavljena je zasebna proračunska linija za potporu projektima i mrežama povezanim sa sportom.

Kultura

Djelovanje Europske unije u području kulture dopunjuje kulturnu politiku država članica u raznim područjima, kao što su očuvanje europske kulturne baštine, suradnja kulturnih institucija raznih zemalja ili promicanje mobilnosti radnika u kreativnim djelatnostima. Na kulturni sektor utječu i one odredbe Ugovorâ koje se ne odnose izričito na kulturu.

Audiovizualna i medijska politika

Audiovizualna politika u Europskoj uniji regulirana je člancima 167. i 173. Ugovora o funkcioniranju Europske unije (UFEU). Najvažniji zakonodavni dokument u tom području je Direktiva o audiovizualnim medijskim uslugama, koja je revidirana 2018. godine. Potprogram MEDIA dio je programa Kreativna Europa i najvažniji instrument EU-a za pomoć medijskoj industriji, naročito njezinu filmskom ogranku. U Povelji Europske unije o temeljnim pravima poziva se na „poštovanje slobode i pluralizma medija”.

Potreba za učinkovitom komunikacijom ima pravnu osnovu u Povelji Europske unije o temeljnim pravima kojom se svim građanima jamči pravo da budu informirani o pitanjima povezanima s EU-om. Institucije EU-a razvile su više instrumenata i usluga kako bi bile u kontaktu s građanima i informirale javnost. Otkad je formalno pokrenuta 2012., europska građanska inicijativa omogućuje građanima da budu izravnije uključeni u donošenje novog zakonodavstva i u pitanja povezana s EU-om.

Cultural and creative sectors (CCS) have been hit hard by the consequences of the COVID-19 pandemic. This study analyses the so far effects of the crisis on the CCS, as well as the policy responses that are formulated to support the sectors. Based on the analysis, policy recommendations are formulated to further improve the resilience of the CCS in Europe in the medium and longer term.
