Prospects following South Africa's 2019 elections

Recognised as one of only two full democracies on its continent in the 2018 Democracy Index, South Africa nevertheless faces considerable problems, affecting both the economy and a fragile social fabric still affected by its apartheid history. The governing party's election success comes as no surprise, although its falling popularity increasingly puts its ability to address South Africa's challenges into question. In this context, a revived EU-South Africa strategic partnership could provide a framework for enhanced cooperation in sensitive policy areas.

Impacts of the CETA Agreement on Developing Countries

With the Comprehensive Economic and Trade Agreement (CETA) negotiations concluded and subsequently signed by both parties, the European Union and Canada’s most progressive trade agreement to date is set to provisionally enter into force soon. However, as developed countries move to negotiate preferential trade agreements between themselves (like the CETA), extending beyond current multilateral trade obligations, the improved market access, trade harmonisation and cross-cutting issues included in the agreements can have a much wider impact, affecting countries not party to them. As far as CETA is concerned, in our judgement those impacts are likely to be relatively small, and confined to a small group of vulnerable states, especially those with concentrated export structures, and notably of primary products in direct competition with Canadian exports to the EU. However, given the limitations of this paper the conclusion is fairly speculative, and so a key recommendation is that more detailed analysis of potentially vulnerable exporters be conducted to narrow down a subsequent mitigation strategy. That mitigation strategy mainly revolves around the impact of non-tariff measures (NTMs), focusing on product standards, and Rules of Origin. Essentially the focus needs to be on a targeted development assistance package referencing the need to upgrade product standards capacities in vulnerable states, in order to maximise the potential of trade to contribute to economic growth and, thereby, poverty reduction.

This study examines the implementation and effects of the inclusion of financial services in existing EU free trade and association agreements (FTAs) and, in particular, their impact on money laundering, tax evasion and avoidance. The opening analysis outlines the geopolitical and trade context, as well as the EU policy framework to combat money laundering, tax evasion and avoidance. It examines the effects of the ‘Panama Papers’ leaks; assesses the consequences of tax evasion and money laundering and their link to trade in Africa; evaluates the implementation of the EU-Central America Agreement; and provides a synthesis of the key findings and policy recommendations presented in the annexed study. The annexed expertise investigates the implementation and effects of financial services provisions in selected EU FTAs with third countries, with a particular focus on their propensity to curb money laundering, tax evasion and elusion. It concludes that the liberalisation of trade in goods and services with developing countries increases the threat of money laundering, and that it is therefore likely to contribute to an increase in illicit financial flows from developing countries to the EU. The study does not find conclusive statistical data to support a causal link between the EU FTAs that are in force and an increase in illicit financial flows. Nonetheless, the far-reaching commitments made by the EU and the developing countries in the selected EU FTAs regarding access to the markets for goods and services, including in the financial services sector, translate into such agreements significantly increasing trade openness, and hence also the threat of money laundering facing developing countries. To remedy these threats, the study provides a number of policy recommendations.

This study provides an implementation monitoring tool which allows for a systematic overview of review and monitoring clauses, sunset clauses as well as management and implementation clauses that are included in international agreements concluded between the EU and third countries. As an implementation monitoring tool, this study intends to provide a systematic overview of review and monitoring clauses, sunset clauses as well as management and implementation clauses present in international agreements which are concluded between the EU and third countries. While the review and monitoring clauses refer to the process of assessing the implementation of international agreements, the sunset clauses refer to the duration of international agreements. The management and implementation clauses describe the composition of the body in charge of supervising the management of the agreement and eventually define special procedures for the management or implementation of the agreements.

While most white citizens enjoy comparable living standards to those of the richest Western countries, one fifth of the population (mostly black) lives in extreme poverty. Government policies aimed at establishing social justice have achieved varying results. Deteriorating economic prospects have made expectations of social equity increasingly difficult to meet.

South Africa's continental leadership is increasingly under pressure, seen for example in the fact that Nigeria became Africa's largest economy in 2014. South Africa still maintains its lead in the mining, car-making and financial services sectors, and is a well-functioning democracy. However, its material basis of power is shrinking, in particular because of a net slowdown in economic growth in the wake of the global financial crisis. A volatile international economic environment and internal structural weaknesses curb hopes for improved growth in the short and medium term, in a country affected by deep inequalities and a high level of unemployment. Adopted in 2012, the National Development Plan 2030 provides a strategic framework to counter those tendencies, boost growth and reduce poverty.

Studija je iznjedrila zaključke i preporuke o budućnosti internacionalizacije visokog obrazovanja temeljene na nacionalnim izvješćima i metodi Delfi u kojoj su sudjelovali stručnjaci za međunarodno visoko obrazovanje.

The commercial trade in human organs, including trafficking in persons for organ removal has developed into a global problem. This report describes the current situation regarding international organ trafficking, committed often by transnational criminal networks. It zooms in on the role of traffickers, international brokers, health professionals, and the recipients and suppliers. To combat and prevent organ commercialism and trafficking, a legal framework for the criminalisation of trafficking offences, and tailor-made law enforcement instruments have been developed by a number of international organisations. A number of recent trafficking cases in which European citizens were involved, have been analysed in detail to highlight the different forms of organ trafficking and to demonstrate how investigation and prosecution can result in an effective justice response to these crimes. The efforts of the EU and other European organisations, such as the Council of Europe or the OSCE, to develop binding legal instruments and formulate policy actions to step up law enforcement and legal cooperation in the combat against trafficking in organs, are described. The report concludes with observations and recommendations for the EU to prepare next steps in successfully fighting and preventing trafficking in organs and organ commercialism.
