The functioning of the EU's Common Fisheries Policy (CFP) is currently being evaluated. The European Commission is assessing how to improve its implementation and will present a report by the end of 2022. This infographic sets out major legislation and policy developments that have shaped the current CFP framework.

This study is the first research paper in a series of three, commissioned for a PECH Committee Workshop. It provides an analysis of the legal aspects of the EU-UK TCA relating to fisheries. The analysis covers, inter alia, the scope of the fisheries provisions, conservation and management, fishing opportunities, arrangements on access to waters, arrangements on governance (including provisions on remedial measures, dispute settlement, institutional arrangements, termination, review and relationship ...

This study is the second research paper in a series of three, prepared for a PECH Committee Workshop. It provides a global overview of the latest developments, as well as potential benefits and risks of Electronic Monitoring (EM). Worldwide experiences with EM are discussed in light of the European context. During the period 2008 to 2019, altogether 26 EM trials were conducted within the EU. Despite promising results, none of the trials evolved into a fully integrated EM programme. Still, lessons ...

This study is the third research paper in a series of three, prepared for a PECH Committee Workshop. It examines and presents possibilities of electronic technologies (ET) that can be used to report, document and monitor fishery activities of the small-scale vessel fleet. The national fishing fleets in the EU are large where most of the vessels are less than 12 metres in length. The information on this fleet segment’s fishing activities is limited and insufficient for documentation of the fleet’s ...

This study assesses the implementation of the EU fisheries control system under the current Regulation (EC) No 1244/2009. It focuses on the infringement procedures, sanctions and the application of the point system for serious infringements by Member States from 2014 to 2019. The research shows results based on interviews and survey replies by 17 out of 22 coastal Member States. And it presents case studies for the following seven countries: Denmark, France, Germany, Ireland, Italy, Lithuania and ...

Technical measures in fisheries govern the different fishing practices that can be used to catch fish, as well as the areas and seasons for fishing. Aimed at limiting unwanted catches and the impact of fishing on marine ecosystems, EU technical measures have developed over time into a notoriously complicated regulatory structure, which came to be seen as a plethora of ineffective rules under rigid governance. The European Parliament and Council have adopted a new legislative framework that changes ...

Aimed at limiting unwanted catches and the impact of fishing on marine ecosystems, EU technical measures have developed over time into a notoriously complicated regulatory structure, which came to be seen as a plethora of ineffective rules under rigid governance. This report presents the status of the fishery modelling in the Ligurian, Tyrrhenian and Sardinia seas (geographical sub-areas GFCM classification: GSA9, 10 and 11-). Using both a qualitative and quantitative approach, we present an overview of likely effects of the maximum sustainable yield and the landing obligation on the fleets exploiting the demersal fisheries in this ecosystem.

The demersal fisheries in the Mediterranean Sea are heavily overfished but the landing obligation will not help to reach MSY because it will not decrease fishing mortality. The new proposal of the Commission introduces total allowable effort as a new way to regulate Western Mediterranean demersal fisheries by significantly reducing fishing time. However, this new management measure must be complemented with increased gear selectivity, implementation of closed areas and local co-management plans.Different ...

The issue of choke species has been highlighted as the biggest single problem in implementing the landing obligation. This study looks at the choke issues within North Western Waters. It reports on the findings of choke analysis carried out and evalutes the effectiveness of available tools and measures within the CFP to reduce the risk of choke species. Finally three future scenarios – Fmsy 2020, Brexit and climate change – are considered and how these will impact on the implementation of the landing ...
