EU farmers are among the few key workers who have not seen a dramatic change in their daily routines since the coronavirus crisis began. They are still farming to supply EU citizens with food. Some public health protection measures have however affected farming activities and sales badly. While the EU has taken a number of measures to mitigate this impact, the possibility of further measures is high on the agricultural policy agenda.

This study provides an assessment of the structure and type of interventions as proposed by the European Commission on the CAP beyond 2020 (Title III of the proposal COM(2018) 392). All Direct Payment and Rural development interventions have been examined in the context of the main agricultural and environmental challenges the EU faces. A set of recommendation is made for the improvement of specific instruments and to address policy priorities and level playing field concerns.

This study addresses the current rules both the current European rules applicable to the Common Agricultural Market Organisation and the recent proposal of the Commission in the CAP beyond 2020. It also suggests possible improvements of the proposal. It was presented to the Committee on Agriculture and Rural Development on 15 October 2018.
