The mid-term review of the digital single market strategy in 2017 identified the data economy as one of the top three priority areas for action in the second half of the strategy's implementation, and announced a legislative proposal to improve access to and the re-use of publicly funded data. These data, which include geographical, land registry, statistical and legal information, are needed by re-users in the digital economy, and are increasingly employed by public administrations themselves. On 25 April 2018, the European Commission adopted a proposal for a revision of the directive on the re-use of public sector information, which was presented as part of a package of measures aiming to facilitate the creation of a common data space in the EU. The directive addresses a number of issues, and presents ways to boost the potential of public sector information, including the provision of real-time access to dynamic data, the supply of high-value public data for re-use, the prevention of new forms of exclusive arrangement, and action to limit the use of exceptions to the principle of charging the marginal cost. Within the European Parliament, the Committee on Industry, Research and Energy (ITRE) adopted its report on 2 December 2018. An agreement was reached with the Council in trilogue on 22 January 2019, and this was approved by the ITRE committee on 19 February. The agreed text is expected to be voted by Parliament in plenary during April 2019.

Statistics on goods transport by inland waterway

Parliament is due to vote on a legislative proposal to align Regulation (EC) No 1365/2006 with the Treaty on the Functioning of the European Union (TFEU) as regards delegated and implementing powers conferred to the European Commission. The overall objective remains unchanged – to help develop EU inland waterway transport by creating statistical standards for quality data collection.

Parliament is due to vote on a legislative proposal to align Regulation (EC) No 1365/2006 with the Treaty on the Functioning of the European Union (TFEU) as regards delegated and implementing powers conferred to the European Commission. EU transport policy has set itself ambitious goals: among other things, to increase the competitiveness and share of rail freight and passenger services and to create a Single European Railway Area. From this perspective, rail statistics shed a clear light on the EU rail sector and thus help in better evaluating developments in it. At its second October 2016 plenary, the European Parliament is expected to vote on a 2013 proposal for a regulation on rail transport statistics.

This compilation paper revisits the Schengen set up including recent developments triggered by both the migration crisis and terrorism, and subsequently presents and qualifies expert estimates of the potential economic impact stemming from the introduction of ID-checks, including a case study on the very key transport sector. Estimates by the Kiel Institute for the World Economy point at a burden on EU citizens and firms of between €7 and €14 billion for the entire EU. TML-Leuven assessed the cost for transport users of reinstating border controls in the entire Schengen area to amount between €2.5 billion and €5 billion annually (waiting times 10-20 minutes for passenger cars and 30-60 minutes for lorries). Effects, however, could prove much more costly if e.g. fullfledged border controls are permanently re-introduced. This paper has been prepared by the Policy Department A at the request of the European Parliament's Committee on Internal Market and Consumer Protection (IMCO).

It examines the challenges linked to making cycling a regular transport mode and looks at what is being done across the EU to address the problems identified. This analysis presents an overview of the current state of cycling mobility in the European Union and of the benefits stemming from cycling as a means of transport. It examines the challenges linked to making cycling a regular transport mode and looks at what is being done across the EU to address the problems identified. After discussing recent EU developments, the analysis concludes that cycling potential could be maximised by coordinated action at all levels of local government administration. Building on the author's EPRS briefing Cycling mobility in the EU of May 2015, this analysis was produced at the request of the Committee of the Regions of the EU. A genuine shift towards greater cycling mobility can be achieved through cycling policies that are coordinated across all levels of administration. For reasons of subsidiarity, the main responsibility for delivering cycling policy is at national and local level. However, the EU could help strengthen these efforts by means of a strategic document which covers all the areas that impact on cycling in one text. In combination with appropriate funding, this could send a strong signal to all levels of administration that cycling is taken seriously as a means of transport which reduces urban congestion and pollution, while making people healthier.

Research for TRAN Committee - Connectivity and Accessibility of Transport Infrastructure in Central and Eastern European EU Member States

Since the pre-accession phases, the Member States located in Central and Eastern Europe have been receiving EU funding to be invested in transport infrastructure. These investments have improved connectivity and accessibility in these Member States substantially. This note shows, however, that gaps remain. It also analyses how current policy instruments could contribute to close such gaps, and how this policy could be improved.

On 30 November 2015, the 21st Conference of the Parties (COP 21) to the United Nations Framework Convention on Climate Change (UNFCCC) is due to start in Paris. This overview shows how about 25% of CO2 emissions in the EU result from transport activities. The map below gives the share of transport emissions (from fuel combustion, not including indirect emissions from electricity use) in the total CO2 emissions in each Member State, and the volume contribution of different transport modes to the EU total. While in other sectors the volumes of CO2 emissions have decreased between 1990 and 2012, those resulting from transport show increases, in some cases more than twofold.
