Una crescente minaccia terroristica ha innescato un'azione a livello europeo e internazionale. Di fronte ad un terrorismo endogeno e al fenomeno dei “foreign fighters”, l'UE ha cercato di rafforzare il proprio arsenale anti-terrorismo.
