The USA is the biggest state provider of humanitarian assistance in the world. It has a complex governmental structure for the provision of this aid that delivers a vast array of measures, ranging from grants for international and non-governmental relief organisations, to direct food aid, healthcare, help for refugees, and assistance with building disaster resilience. At international level, the US supports reform of the humanitarian system in order to improve the response to crises.

Outcome of the Valletta Summit on Migration

More than 60 countries were represented at the EU–Africa Summit on migration, held in Valletta on 11 and 12 November, together with the EU and African Union (AU) institutions, and regional and international organisations involved in addressing the migration crisis. While the summiteers delivered a clear message on their common interests and willingness to move forward in a realistic partnership, the summit outcome fell short of the most ambitious scenario.

While Russia's relations with the West have hit a new low as the Ukraine crisis unfolds, the impact on the country's standing in the rest of the world has been more limited. The challenge of coordinating European development policies

Despite international and European initiatives intended to curb the fragmentation of aid, this phenomenon continues to trouble the effectiveness and impact of development cooperation. While European donors agree in principle on this subject, progress in implementing coordination and the division of labour remain limited. Innovative solutions are required to find a way out of this impasse.

The European Parliament's Committee on Development requested a Cost of Non-Europe (CoNE) Report in the field of development cooperation, to prepare a legislative initiative report on increasing coordination between the EU and the Member States on development aid programmes. The European Parliament's Committee on Development requested a Cost of Non-Europe (CoNE) Report in the field of development cooperation, to prepare a legislative initiative report on increasing coordination between the EU and the Member States on development aid programmes. This Report builds on expertise provided by the Südwind Institut, the Royal Elcano Institute and Professor Arne Bigsten. It explains that lack of effective coordination of development aid among EU donors -specifically between the Member States and the European Commission- has significant economic and political costs. Economically, some EUR 800 million could be saved annually on transaction costs if donors concentrated their aid efforts on fewer countries and activities. An extra EUR 8.4 billion of annual savings could potentially be achieved from better cross-country allocation patterns. Improving the EU's Support for the Civil Society in its Neighbourhood : Rethinking Procedures, Ensuring that Practices Evolve

The study reviews the ways in which the EU provides support and cooperates with civil society in its neighbourhood. Although the EU has recently improved its record of working towards developing better environment for civil society in partner countries, still a lot has to be done. The EU needs to think long term and embark on the proactive strategy of turning civil society in neighbouring countries into a real reform partner rather than reacting to unwelcome developments. The study reviews the ways in which the EU provides support and cooperates with civil society in its neighbourhood. Although the EU has recently improved its record of working towards developing better environment for civil society in partner countries, still a lot has to be done. The EU needs to think long term and embark on the proactive strategy of turning civil society in neighbouring countries into a real reform partner rather than reacting to unwelcome developments. The EU should better include CSOs in the EU-partner countries dialogue, better monitor civil society’s situation in partner countries, pay increased attention to the regulatory framework and effectively apply targeted conditionality. Under existing EU assistance schemes, only a few CSOs can actually have access to EU funding. A number of provisions in the current regulations already give the opportunity to mitigate some of the identified obstacles, but this also crucially hinges on the evolution of practices in the field. In addition, the proposed regulations on common rules for the implementation of EU external action and on the European Neighbourhood Instrument do not seem to significantly strengthen CSOs’ access to EU funds. The study proposes recommendations in this respect.
