EU trade and transport of live animals

Every year, millions of live animals are transported within and outside European Union (EU) territory for trade purposes. EU legislation regulates the protection of animals during transport, but reports of breaches of the rules and accidents raise doubts on the transport of live animals and have rekindled the debate on the need to improve the current legislation.

As part of the third 'Europe on the move' package of measures, on 27 May 2018, the European Commission presented a proposal for a regulation on type-approval requirements for motor vehicles and their trailers, as regards their general safety and the protection of vehicle occupants and vulnerable road users. The regulation is part of the EU's efforts to halve the number of fatal and serious injuries in road crashes between 2020 and 2030. It will introduce a number of advanced vehicle safety features that passenger cars, vans, buses and trucks will have to have as standard equipment in order to be sold on the internal market. These include intelligent speed assistance, alcohol interlock installation facilitation, driver drowsiness and attention warning, emergency stop signal, reversing detection and event data recorder. Additional requirements will apply to specific vehicle groups, such as vulnerable road user detection for buses and trucks. The new regulation, adopted by the co-legislators in 2019 and signed on 27 November 2019, will replace three current type-approval regulations as of July 2022: the General Vehicle Safety Regulation, the Pedestrian Protection Regulation and the Hydrogen-powered Motor Vehicles Regulation.

The regime is now being revised, mainly to take account of significant technological developments and to create a more level playing field among EU Member States. The proposed regulation would recast the regulation in force since 2009. Among other elements, the proposal seeks to introduce an 'autonomous' EU list for cyber-surveillance technology featuring items that are not (yet) subject to multilateral export control. Moreover, the proposal seeks to introduce human rights violations as an explicit justification for export control. Stakeholders are divided over the incorporation of human rights considerations, with the technology industry particularly concerned that it might lose out to non-European competitors. On 17 January 2018, based on the INTA committee's report on the legislative proposal, the European Parliament adopted its position for trilogue negotiations. For its part, the Council adopted its negotiating mandate on 5 June 2019, and on the basis of this mandate, the Council Presidency began negotiations with the European Parliament's delegation on 21 October 2019. Nel marzo 2018 la Commissione europea ha presentato una proposta di revisione del codice comunitario dei visti (codice dei visti). L'obiettivo principale della proposta è quello di rafforzare la politica comune in materia di visti tenendo conto delle questioni relative alla migrazione e alla sicurezza, rafforzando il ruolo della politica dei visti nella cooperazione dell'UE con i paesi terzi. Si terrà conto anche delle questioni economiche, agevolando il trattamento dei visti per i viaggiatori legittimi ...

Nel marzo 2018 la Commissione europea ha presentato una proposta di revisione del codice comunitario dei visti (codice dei visti). L'obiettivo principale della proposta è quello di rafforzare la politica comune in materia di visti tenendo conto delle questioni relative alla migrazione e alla sicurezza, rafforzando il ruolo della politica dei visti nella cooperazione dell'UE con i paesi terzi. Si terrà conto anche delle questioni economiche, agevolando il trattamento dei visti per i viaggiatori legittimi che contribuiscono all'economia dell'UE e al suo sviluppo culturale e sociale. L'accordo sulla proposta, raggiunto a seguito dei negoziati di trilogo, necessita ora di un voto di conferma del Parlamento, previsto per la tornata di aprile II.

Nel maggio 2018 la Commissione europea ha presentato una proposta per aggiornare il sistema di informazione visti, per rispondere meglio alle sfide in evoluzione in materia di sicurezza e migrazione e per migliorare la gestione delle frontiere esterne dell'UE. L'obiettivo è consentire verifiche più approfondite su coloro che richiedono un visto, colmare le carenze di informazioni in materia di sicurezza attraverso un migliore scambio di informazioni tra gli Stati membri e garantire la piena interoperabilità con altre banche dati a livello dell'UE. Il Parlamento esprimerà la sua posizione in merito a tale proposta tramite il voto che si terrà nel corso della tornata di marzo I.

The study presents the results of evaluation of the implementation of the Directive 2009/128/EC establishing a framework for Community action to achieve the sustainable use of pesticides. The study was outsourced and prepared by a consortium led by ÖIR GmbH, in collaboration with Arcadia International, t33 and external experts. The study presents the results of evaluation of the implementation of the Directive 2009/128/EC establishing a framework for Community action to achieve the sustainable use of pesticides. The study was outsourced and prepared by a consortium led by ÖIR GmbH, in collaboration with Arcadia International, t33 and external experts. The study covers the implementation of the directive as a whole. Furthermore, it concentrates on the implementation of the integrated pest management principles in the individual Member States. In addition, it also provides an analysis concerning of a the development of harmonised risk indicators, the imposition of limitation and bans of on the usage of pesticides in sensitive specific sensitive areas, and the impacts that of the use of pesticides has on drinking water. The analysis is accompanied by recommendations on how to improve the implementation processes.

New technologies, such as unmanned aircraft (drones), are also appearing in European skies, which require adaption of the current regulatory framework. In December 2015, the European Commission proposed to update aviation safety rules. Two years later, the European Parliament and the Council reached a provisional agreement on the new rules and the rules have been in force since 11 September 2018. The reform includes the first-ever EU rules for civil drones, extends the EASA's mandate and provides for using existing resources more efficiently. Fourth edition.
