On 30 November 2016, the European Commission adopted a ‘clean energy’ package to help the EU meet its 2030 energy and climate goals, including a targeted revision of the 2010 Directive on the energy performance of buildings (EPBD). The Commission proposed to leave intact the main features of the existing EPBD, modernise and streamline some requirements, introduce binding obligations on electro-mobility requirements in buildings, introduce a ‘smartness indicator’ that assesses the technological capability of buildings in energy self-production and consumption, and set clearer requirements for national databases on energy performance certificates. The Council adopted a general approach in June 2017. In Parliament the ITRE committee adopted its report in October 2017. After three rounds of trilogue negotiations, a provisional agreement was reached on 19 December 2017. After formal adoption by Parliament and Council in spring 2018, the revised EPBD was signed into law on 30 May 2018 and entered into force on 9 July 2018. Fourth edition. L'edificio Eastman, situato nel cuore del quartiere Léopold, nei pressi delle Istituzioni europee, ospita la Casa della storia europea, che aprirà i battenti nel 2017. Scegliendo questa antica clinica odontoiatria e ristrutturandola, è stata valorizzata la storia dell'edificio che costituisce una parte importante del patrimonio di Bruxelles e dell'Europa. Finanziata da George Eastman, il fondatore di Kodak, la clinica odontoiatrica fu eretta nel 1935 nel Parco Léopold, luogo di scienza e di attività ricreative dalla fine del XIX secolo. L'edificio divenne successivamente clinica pubblica, istituzione scolastica e casa di riposo. Il Parlamento europeo l'affitta a partire dal 1985 per ospitare servizi amministrativi, una tipografia e un asilo nido. Nel corso degli anni questo edificio ha ospitato brevemente anche il Mediatore europeo e la Corte dei conti. Nel 2009 Il Parlamento europeo ha deciso di farne la sede della Casa della storia europea dopo un ambizioso restauro e un grande ampliamento. La Casa della storia europea si prefigge di presentare la storia dell'Europa nel corso degli ultimi due secoli attraverso una museografia decisamente moderna. In questo modo l'edificio Eastman persegue con modalità diverse la sua vocazione pedagogica e di accoglienza.

EU Heating and Cooling Strategy: A path to decarbonising homes and industry

The EU Heating and Cooling Strategy, which is part of the European Commission's Sustainable Energy Security Package, presents a vision for an EU which has decarbonised buildings and industry, maximises the use of energy released from waste heat and cold in industry, and encourages district heating. Although the strategy does not announce any new legislative proposals, it presents some steps the European Commission may consider in the process of revising existing energy legislation, both to improve implementation and to align it with 2030 climate and energy targets. The Commission has announced it would look to improve the financing of building stock renovations and simplify improvements in rented apartments and multi-apartment buildings. The Commission suggests industry could achieve efficiency gains of 4-10% with existing technologies, but does not introduce any binding targets. However, according to its vision, surplus heat and cold from industrial processes would in future be reused in district heating and cooling systems, with a special contribution from cogeneration plants producing heat and power in a highly energy-efficient process. Today, biomass is the most widely used renewable source for heating in all sectors, yet its use is not problem-free. Furthermore, some stakeholders question the economic feasibility of investing in new district and cooling systems, while others point to inconsistencies between the Heating and Cooling Strategy and the Energy Security Package in its sections referring to the security of gas supply.

The study aims to provide input into ongoing discussions on the recasting of the Energy Performance of Buildings Directive (EPBD). It focuses on the current status of implementation of the EPBD, the impacts of the Directive, and looks at a number best practise lessons. The study also analyses a number of remaining key issues, linkages to other policies, and relates this to the recast of the EPBD as proposed by the Commission. The study gives a number of recommendations for future development.

Agencies' Buildings

This note summarises information provided by the agencies regarding the buildings they occupy in the Member States and Brussels. Most agencies rent/lease - only 7 occupy buildings owned by themselves/the Communities. OHIM has the largest premises overall and CEPOL the smallest, while FRA has the largest and the ECHA the smallest premises in terms of size per member of staff. The highest rents are paid in London, Brussels and Luxembourg, whereas CEPOL, ENISA, ETF and EUROFOUND enjoy their premises ...

This note summarises information provided by the agencies regarding the buildings they occupy in the Member States and Brussels. Most agencies rent/lease - only 7 occupy buildings owned by themselves/the Communities. OHIM has the largest premises overall and CEPOL the smallest, while FRA has the largest and the ECHA the smallest premises in terms of size per member of staff. The highest rents are paid in London, Brussels and Luxembourg, whereas CEPOL, ENISA, ETF and EUROFOUND enjoy their premises virtually rent-free. While some agencies used a negotiated or open procedure to select their buildings, the majority have bought or are renting the only building(s) proposed to them by the Member States. Several agencies have indicated that they need more space.
