This can improve the efficiency and flexibility of the energy system as well as its reliability and adequacy. Additionally, sector coupling can reduce the costs of decarbonisation. To foster the full potential of sector coupling in several end-use and supply applications, it is important that existing techno-economic, policy and regulatory barriers are removed. Greenhouse gases (GHG) – primarily carbon dioxide but also others, including methane and chlorofluorocarbons – trap heat in the atmosphere, leading to global warming. Higher temperatures then act on the climate, with varying effects. For example, dry regions might become drier while, at the poles, the ice caps are melting, causing higher sea levels. In 2016, the global average temperature was already 1.1°C above pre-industrial levels.

Highlights of the session included the second in a series of debates with EU leaders on the future of Europe, with Croatian Prime Minister, Andrej Plenković; and the debate and vote on the composition of the European Parliament after Brexit. The European Commission also made statements on fair taxation packages and the manipulation of scientific research by multinationals in the wake of revelations on emission tests on monkeys and humans by the German car industry. Parliament decided to set up a special committee on the Union's authorisation procedure for pesticides (PEST). Parliament adopted agreed first-reading positions on, inter alia, a regulation on ending unjustified geo-blocking and two regulations on EU external action funds – among the priorities for 2018 in the Joint Declaration agreed by the Council, Commission and Parliament.

CO2 emissions from all flights to and from airports in the European Economic Area (EEA) have been included in the EU Emissions Trading System (ETS) since 2012. Although this would include flights between an airport within the EEA and an airport outside it, the application of the ETS to such flights was temporarily suspended, until the end of 2016, to allow for the development of emission-reduction measures with a global scope by the International Civil Aviation Organization (ICAO), and to avoid conflicts with international trading partners. In October 2016, ICAO adopted a global market based measure (GMBM), which would become operational in 2021. In February 2017, the European Commission proposed a regulation to prolong the derogation for extra-EEA flights, gradually reduce the number of aviation allowances from 2021 onwards, and prepare for the implementation of the GMBM. After its adoption by Council and Parliament, the regulation entered into force on 29 December 2017.

Dal 2012 ai voli da e verso gli aeroporti dello Spazio economico europeo (SEE) si applica il sistema di scambio di quote di emissione dell'UE (ETS). Nel frattempo, l'Organizzazione dell'aviazione civile internazionale (ICAO) si è adoperata per elaborare una misura mondiale basata sul mercato (GMBM) per compensare la crescita delle emissioni nei trasporti aerei internazionali dopo il 2020. Tenendo conto di tali sforzi a livello internazionale, l'UE ha esentato dagli obblighi del sistema ETS, fino al 2016, i voli da e verso gli aeroporti esterni al SEE. La Commissione europea ha presentato una proposta di regolamento al fine di prorogare tale deroga e preparare l'attuazione della GMBM. Il voto del Parlamento sulla proposta è previsto nel corso della tornata di dicembre.

In July 2015, the European Commission proposed a reform of the EU Emissions Trading System (ETS) for the period 2021-2030, following the guidance set by the October 2014 European Council. The proposed directive introduces a new limit on greenhouse gas (GHG) emissions in the ETS sector to achieve the EU climate targets for 2030, new rules for addressing carbon leakage, and provisions for funding innovation and modernisation in the energy sector. It encourages Member States to compensate for indirect carbon costs. In combination with the Market Stability Reserve agreed in May 2015, the proposed reform sets out the EU ETS rules for the period up to 2030, giving greater certainty to industry and to investors. In the European Parliament, the ENVI Committee took the lead on the proposal, while it shared competence with the ITRE Committee on some aspects. After the European Parliament and the Council adopted their respective positions in February 2017, interinstitutional trilogue negotiations were concluded in November 2017. However, special attention on the impact of Brexit on the Irish energy system is warranted.

L'energia pulita è l'energia che viene prodotta e consumata generando un livello minimo di emissioni di gas a effetto serra o di inquinamento di altra natura. Il livello di emissioni associato all'uso di energia può, nel frattempo, essere ridotto anche mediante misure di efficienza energetica che diminuiscono la domanda di energia. Al fine di conseguire gli obiettivi dell'accordo di Parigi (mantenere l'aumento della temperatura globale ben al di sotto di 2 °C rispetto ai livelli preindustriali, mirando a mantenerlo a 1,5 °C), le emissioni di gas a effetto serra dovranno essere prossime allo zero nella seconda metà del secolo corrente. Per il settore energetico, ciò significa che i combustibili fossili devono essere progressivamente abbandonati e sostituiti da fonti energetiche a basse emissioni di carbonio, il che richiede una transizione senza precedenti nella produzione e nel consumo di energia, con un investimento di migliaia di miliardi di euro. Sebbene il compito di finanziare tale transizione su larga scala spetti, in primo luogo, al settore privato, anche i governi e l'UE hanno un ruolo cruciale da svolgere nella creazione di un quadro politico favorevole, che comprenda mercati per l'energia e per il carbonio, tassazione, regolamentazione, incentivi, finanziamento delle infrastrutture chiave e innovazione, coordinamento e informazione. Nel quadro dell'Unione dell'energia, la Commissione europea ha proposto un pacchetto di normative e politiche a sostegno della transizione verso l'energia pulita. L'Unione europea, inoltre, ha assegnato il 20 % del proprio bilancio all'azione per il clima, ivi compresa l'energia pulita. Il Parlamento europeo si è fatto promotore di un'ambiziosa politica in materia di clima ed energia, ritiene che i mercati del carbonio e dell'energia elettrica siano fattori chiave ed è favorevole alla definizione di obiettivi ambiziosi di efficienza energetica e fonti di energia rinnovabili.
