Komisijos Europos civilinės saugos ir humanitarinės pagalbos operacijų (ECHO) generalinis direktoratas finansuoja pagalbos operacijas ir koordinuoja valstybių narių politiką bei veiklą. Parlamentas ir ES Taryba yra teisės aktų leidėjai ir formuoja ES humanitarinės pagalbos politiką bei dalyvauja pasaulinėse diskusijose dėl efektyvesnių humanitarinių operacijų.
