Revision of the Drinking Water Directive

On 1 February 2018, the European Commission published a proposal for a recast of the Directive on the quality of water intended for human consumption (the Drinking Water Directive). The proposal responded to the European Citizens' Initiative, Right2Water, and built on a fitness check which concluded that the 20-year old directive is fit for purpose, but needs updating. The main elements of the proposal consist of updating the water quality standards, introducing a risk-based approach to the monitoring of water, improving information provided to consumers, harmonising the standards for products in contact with drinking water, and improving access to water. In the European Parliament, the Committee on Environment, Public Health and Food Safety (ENVI) adopted its report in September 2018. The Parliament concluded its first reading in plenary in March 2019. A new rapporteur was appointed at the beginning of the new parliamentary term, and agreement was reached on the text in trilogue negotiations on 18 December 2019. The Parliament voted to adopt the text at second reading on 15 December 2020. The directive was published in the Official Journal on 23 December 2020, and the Member States have until 12 January 2023 to transpose it into national legislation. Fifth edition. The environmental impacts of plastics and micro-plastics use, waste and pollution: EU and national measures

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the Committee on Petitions (PETI), focuses on the pervasive use of plastics and reviews the rising consensus on the potential eco-toxicological impacts of these materials, in particular of smaller plastic particles, dubbed microplastics. It discusses possible mitigation strategies aimed at curtailing the prevalence of (micro)plastics, as well as emerging alternatives and their environmental adequacy. Propelled by increasing awareness of the impacts of plastics and by public opinion, in recent years a multitude of norms, regulations, laws and recommendations have been proposed and/or implemented. These vary greatly across local, national, regional and international levels, and it is not clear what the beneficial impacts of these tools are. This study assesses these existing instruments, analyses whether they are based on sound scientific data, and discusses foreseeable challenges that could restrain the relevance and suitability of existing and future legislative proposals.

The European Green Deal is a programme outlined in the political guidelines of the incoming President of the European Commission, Ursula von der Leyen. It aims to make Europe the first climate-neutral continent by 2050, while boosting the competitiveness of European industry and ensuring a just transition for the regions and workers affected. Preserving Europe's natural environment and biodiversity, a 'farm to fork' strategy for sustainable food, and a new circular economy action plan are other key elements. Executive Vice-President Frans Timmermans will be in charge of leading and coordinating the work on the European Green Deal. A Commission communication on the matter is expected on 11 December, ahead of the next European Council meeting, starting the following day. The European Parliament has scheduled a debate on the European Green Deal in an extraordinary plenary session on 11 December 2019.

Each candidate faces a three-hour public hearing, organised by one or more parliamentary committees. After that process, those committees will judge the candidates' suitability for the role based on 'their general competence, European commitment and personal independence', as well as their 'knowledge of their prospective portfolio and their communication skills'. At the end of the hearings process, Parliament votes on the proposed Commission as a bloc, and under the Treaties may only reject the entire College of Commissioners, rather than individual candidates. Consumers and repair of products

Repairing broken or damaged products can save consumers money by helping them postpone making replacement purchases, while also bringing benefits to the environment through lower waste production and use of resources. The EU's circular economy strategy considers maintenance and repair to be important ways of both keeping resources from being thrown away and of prolonging the lifespan of products. Repairing broken or damaged products can save consumers money by helping them postpone making replacement purchases, while also bringing benefits to the environment through lower waste production and use of resources. The EU's circular economy strategy considers maintenance and repair to be important ways of both keeping resources from being thrown away and of prolonging the lifespan of products. A 2018 European Commission behavioural study on consumer engagement in the circular economy showed that 64 % of consumers always repair broken or damaged products. The top reason for not repairing products was the high price of repair, followed by the preference to get a new product and the feeling that the old product was obsolete or out of fashion. As for repairers, especially independent ones, they often complain about having no access to original spare parts, technical information, diagnostic software and training, as manufacturers sometimes limit these to their own after-sales services or to recognised repairers of a specific brand. EU consumer legislation regulates the right of consumers to have products repaired within the legal guarantee period, but not beyond its expiry or for defects not covered by the guarantee. Efforts to ensure access to repair are also included in EU environmental and product legislation. The upcoming ecodesign requirements for TV screens, refrigerators, lighting, household washing machines and dishwashers are expected to ensure that independent repairers have access to spare parts and repair information. The European Parliament has called for extending the ecodesign requirements to non-energy related products, including the reparability of products, more systematically in ecodesign legislation, and extending the duration of legal guarantees. Similar calls have come from a range of stakeholders.

Today, the aim of EU environmental policy is to ensure that by 2050 we are living well, within the limits of the planet. To reach this goal, the EU is striving to move towards a low-carbon, resource-efficient economy, to safeguard biodiversity and to protect human health through legislation on air quality, chemicals, climate, nature, waste and water. Through its environmental policy, the European Union (EU) has been improving Europeans' well-being since 1972. Today, the aim of EU environmental policy is to ensure that by 2050 we are living well, within the limits of the planet. To reach this goal, the EU is striving to move towards a low-carbon, resource-efficient economy, to safeguard biodiversity and to protect human health through legislation on air quality, chemicals, climate, nature, waste and water. Although this policy is delivering concrete benefits (such as a wide network of Natura 2000 protected areas, lower greenhouse gas emissions, increased resource recycling, and cleaner air and water), the outlook for the European environment 20 years from now shows a bleaker picture. Yet transitioning to sustainability could deliver a number of benefits beyond environmental protection, from jobs and economic activity to well-being and health. In a recent poll conducted for the European Parliament, three quarters of EU citizens expressed support for increased EU action on environmental protection. Since 2014, efforts have been made in a number of areas, including waste management (for example new recycling targets, restrictions on plastic carrier bags, action on plastics, measures to tackle marine litter); climate (for example the 2030 greenhouse gas emission targets, and measures to decarbonise the transport sector); nature (primarily to improve the way EU rules on biodiversity protection are implemented); and air quality (new rules on maximum amounts of five key air pollutants that EU countries can emit into the atmosphere). The European Parliament has advocated ambitious policies in many of these areas. In the future, EU environment and climate spending is expected to rise. The Commission is proposing to boost the share of EU spending contributing to climate objectives from 20 % to 25 %, while Parliament has called for this share to be set at 30 %. In the coming years, policies are expected to focus on climate action, nature protection, air quality, the circular economy and pesticides. European industry remains a cornerstone of the economy, providing one job out of five, and is responsible for the bulk of EU exports and investment in research and innovation. Through its industrial policy, the European Union (EU) has been striving to create conditions conducive to increasing industry growth and competitiveness since 1992. European industry remains a cornerstone of the economy, providing one job out of five, and is responsible for the bulk of EU exports and investment in research and innovation. Today, the aim of EU policy is to enable a successful transition towards digital, knowledge-based, decarbonised and more circular industry in Europe. To achieve this goal, the EU supports, coordinates and supplements Member State-level policies and actions, mainly in the areas of research and innovation, SMEs and digital technologies. In a Eurobarometer poll conducted for the European Parliament, more than half of EU citizens expressed support for increased EU action on industrial policy. Despite this, it is still the least understood policy area covered by the poll. Since 2014, efforts have been made in a number of areas, including investment (mainly through the European Fund for Strategic Investment, which supports industrial modernisation); digitalisation (for example setting up a number of research partnerships, or a growing network of digital innovation hubs); financing (making it easier for industry and SMEs to access public markets and attract venture funds); greener industry (for example through the revised 2030 emission targets, or measures on clean mobility); standardisation (bringing together relevant stakeholders to collectively develop and update European standards); and skills (mobilising key stakeholders to close the skills gap and providing an adequate workforce for modern industry). The European Parliament has called for ambitious policies in many of these areas. In the future, EU spending on key areas relevant to industrial policy is expected to rise moderately. The European Commission is proposing to boost the share of EU spending on research, SMEs and key infrastructure, although not as much as Parliament has requested. In the coming years, policies are likely to focus on seeking fairer global competition, stimulating innovation, building digital capacities and increasing the sustainability of European industry. The amount of clothes bought in the EU per person has increased by 40 % in just a few decades, driven by a fall in prices and the increased speed with which fashion is delivered to consumers. Clothing accounts for between 2 % and 10 % of the environmental impact of EU consumption. This impact is often felt in third countries, as most production takes place abroad. The production of raw materials, spinning them into fibres, weaving fabrics and dyeing require enormous amounts of water and chemicals ...

The amount of clothes bought in the EU per person has increased by 40 % in just a few decades, driven by a fall in prices and the increased speed with which fashion is delivered to consumers. Clothing accounts for between 2 % and 10 % of the environmental impact of EU consumption. This impact is often felt in third countries, as most production takes place abroad. The production of raw materials, spinning them into fibres, weaving fabrics and dyeing require enormous amounts of water and chemicals, including pesticides for growing raw materials such as cotton. Consumer use also has a large environmental footprint due to the water, energy and chemicals used in washing, tumble drying and ironing, as well as to microplastics shed into the environment. Less than half of used clothes are collected for reuse or recycling when they are no longer needed, and only 1 % are recycled into new clothes, since technologies that would enable recycling clothes into virgin fibres are only starting to emerge. Various ways to address these issues have been proposed, including developing new business models for clothing rental, designing products in a way that would make re-use and recycling easier (circular fashion), convincing consumers to buy fewer clothes of better quality (slow fashion), and generally steering consumer behaviour towards choosing more sustainable options. In 2018, the EU adopted a circular economy package that will, at the insistence of the European Parliament, for the first time ensure that textiles are collected separately in all Member States, by 2025 at the latest. The European Parliament has for years advocated promoting the use of ecological and sustainable raw materials and the re-use and recycling of clothing.
