Analysis of the National Indicative Programme 2011-2013 for Ukraine

This briefing analyses the reasons for the review of the European Commission’s Country Strategy Paper 2007-13 (CSP) and the National Indicative Programme (NIP) for Ukraine and the substance and impact of changes. The changes are evaluated against the background of the political, economic and social situation of Ukraine and the country’s specific priorities and needs. It concludes that the CSP 2007-2013 is partially outdated but its priorities remain relevant. The NIP 2011-2013 general corresponds to the current situation in Ukraine but some of its sub-priorities are narrowly defined. The briefing evaluates the scope and nature of changes in detail and offers a number of recommendations.
