Attracting highly qualified immigrants to Europe has been one of the EU's key priorities for several years. However, up until now the EU has not been as successful as other OECD countries. This demand for workers is expected to increase due to the increasing shortage of certain skills and the aging of the EU's population. The proposed directive, which would replace the 2009 Blue Card Directive, increases the attractiveness of the EU highly skilled migration scheme by expanding its scope, lowering criteria for admission or expanding the rights of beneficiaries. On 15 June 2017, the Committee on Civil Liberties, Justice and Home Affairs (LIBE) adopted its report, and voted to open interinstitutional negotiations. After the Council agreed its mandate, trilogue meetings started in September 2017, but little progress was made before the end of the 2014-2019 parliamentary term. In October 2019, Parliament decided to resume work on the file in the context of ‘unfinished business’ to be carried over to the new legislature. The European Commission’s ‘New Pact on Migration and Asylum’, presented on 23 September 2020, stressed the need to finalise the negotiations. On 17 May 2021, the Parliament and the Portuguese Presidency of the EU Council finally reached an interim agreement on the revision of the directive. On 21 May, Member States’ ambassadors, in the Committee of Permanent Representatives, endorsed the agreement. And on 3 June, the LIBE committee also endorsed the agreement reached with the Council. The social and employment situation in Estonia and priorities of the Estonian Presidency

In Estonia, during the recovery from recession, the employment rate increased almost 10 percentage points (p.p.) to the level of almost 77% and the unemployment rate decreased by 10 p.p. to the level on 7%. Active labour market policies played an important role here as Estonia succeeded in adjusting active labour market services to meet the needs of the labour market. As a result, Estonia’s employment rate is one of the highest in the EU and their unemployment rate one of the lowest.

Although not all of the options presented appear viable, the European Commission makes a genuine attempt to identify solutions to the problem. The limited data, about which the Commission is transparent, suggests that the quantitative evidence used in the IA, in particular regarding the economic impacts, might merit further exploration. Finally, it would have been useful if the IA had provided a link to the external IA study that underpins the Commission’s IA.

It finds that there are no overall quantitative shortages at EU-28 level in the wake of the economic crisis, but qualitative shortages, especially relating to skills shortages and mismatch, occur in several regions, sectors, occupations and Member States. Employers and Member States are the prime actors to counter labour shortages effectively, but the EU can play an important supporting role through its influence on intra-EU mobility, by increasing the transparency of the labour market and by using its structural funds as supportive frameworks.

Although the negotiations are currenly on-going, the analysis shows that the TTIP will improve the EU’s security of energy supply through adding liquidity and competition to the natural gas market. The TTIP will not directly lower either environmental or social legislation, but the study recommends the ITRE Committee to be aware of the potential for weakening of legislation implementation such as REACH and FQD.

To effectively address this problem, policies must be developed that specifically focus on the quality of the research environment while also creating the conditions that can best promote and reward scientific excellence. Opportunities exist at the EU level to positively address these issues, primarily in the context of targeted actions in relation to smart specialisation initiatives and specific actions in the framework of cohesion policy. There is a clear need also to strengthen the ERC and to streamline international cooperation with third countries in relation, for instance, to the Horizon 2020 initiative.
