Serving as access points to Europe, the European Union's approximately 1 200 seaports are crucial both for its transport sector and its competitiveness. They also have significant potential for creating jobs and attracting investors. The European Commission plans to redress the huge disparities in performance levels by modernising the port services offered by the EU’s 329 main seaports. The reform is aimed at eliminating unfair competition, guaranteeing a level playing field and improving the commercial efficiency of ports. Two previous attempts to liberalise port services (in 2001 and 2004) provoked controversy, particularly regarding their social/labour market aspects, and were rejected by the European Parliament. The latest initiative combines a legislative and a 'soft' approach. The previously contentious cargo handling and passenger services will not be opened up to the market through legislation. Instead, the Commission is focusing on establishing a clear framework for market access to port services and common rules on the transparency of public funding for ports and the charges for users. The 'soft' approach comprises an action plan and the launch of sectoral social dialogue. This briefing updates an earlier edition, of 7 December 2015, PE 572.818. The Role of Women in the Green Economy - The Issue of Mobility

The European Cycle Route Network - Eurovelo - Challenges and Opportunities for Sustainable Tourism

This study evaluates the challenges and opportunities of developing a cycle tourism network across Europe. It focuses on EuroVelo, a network of 12 long-distance routes managed by the European Cyclists’ Federation, which is being developed in different countries by a wide range of partners. The study reviews the market for cycle tourism in Europe and presents a EuroVelo demand modal. It reviews the carriage of cycles on trains. Finally, it evaluates the potential of the Iron Curtain Trail.

The aim of this study was to identify economic and politically feasible measures able to significantly enhance energy efficiency and to reduce negative impacts of transport activities. The study was based on an in depth literature review on recent statistics, studies, notes etc. focusing on the analysis of the different impacts as well as the consequences of the emissions caused by different modes of transport and the suggested recommendations on how tackle the related problems. The aim of this study was to identify economic and politically feasible measures able to significantly enhance energy efficiency and to reduce negative impacts of transport activities. The study was based on an in depth literature review on recent statistics, studies, notes etc. focusing on the analysis of the different impacts as well as the consequences of the emissions caused by different modes of transport and the suggested recommendations on how tackle the related problems. The literature review allowed to identify the most promising and cost efficient short, medium and long term measures with particular attention to the energy and new technology developments.
