In preparation for the upcoming Multiannual Financial Framework for 2021-2027, the European Commission published a proposal for a regulation on the European Social Fund Plus (ESF+) on 30 May 2018. In the same spirit as the current European Social Fund 2014-2020, the ESF+ will provide the main EU financial instrument for improving workers' mobility and employment opportunities and strengthening social cohesion, improving social fairness and increasing competitiveness across Europe for the 2021-2027 period. With a provisional budget of €101.2 billion (current prices), the ESF+ should merge the existing European Social Fund (ESF), the Youth Employment Initiative (YEI), and the Fund for European Aid to the most Deprived (FEAD), the Employment and Social Innovation Programme (EaSI) and the EU Health Programme. The new fund will concentrate its investment in three main areas: education, employment and social inclusion. At the European Parliament, the file was assigned to the Committee on Employment and Social Affairs (EMPL), which adopted its report on 3 December, 2018. On 16 January 2019, the committee’s amendments to increase the funding and make youth and children the main beneficiaries were approved by plenary. No trilogue meetings have taken place, and so Parliament is now due to conclude the first reading during the April I plenary session. Third edition. In the context of the upcoming Multiannual Financial Framework for 2021-2027, the European Commission published a proposal for a regulation on the European Regional Development Fund (ERDF) and the Cohesion Fund (CF) on 29 May 2018. The new single regulation on the ERDF and CF (previously covered by two separate regulations) identifies the specific objectives and scope of support for both funds, including non-eligible activities. The majority of ERDF funding (65 % to 85 %) will focus on smart growth and the green economy, while the fund will also support other activities such as connectivity, social issues and local development. The CF will continue to focus predominantly on environmental and transport infrastructure. Special provisions have been proposed for territories such as urban areas and outermost regions. The indicator framework for monitoring progress will include new common results indicators. At the European Parliament, the file has been allocated to the Committee on Regional Development, where the rapporteur's draft report was presented in October 2018. The European Parliament and the Council have adopted a new Regulation on the sustainable management of external fishing fleets, which replaces the 'Fishing Authorisations Regulation' 1006/2008, and covers all EU vessels fishing outside EU waters, as well as third-country vessels fishing in EU waters. The regulation revised the system of issuing and managing fishing authorisations, so as to improve monitoring and transparency of the EU external fishing fleet. It extended the scope of the authorisation system to include practices such as private agreements between EU companies and third countries, and abusive reflagging operations. Member States are required to authorise fishing vessels using common eligibility criteria, complemented by specific conditions depending on the nature of the authorisation. Part of the electronic fishing authorisations register, showing who fishes for what and where, will for the first time be publicly accessible. Fifth edition. The Commission took the opportunity provided by the September 2016 proposal for mid-term review/revision of the 2014-2020 MFF to propose the creation of a new innovative financial instrument – the European Fund for Sustainable Development (EFSD). The EFSD is part of the partnership framework for cooperation with countries with high irregular emigration and is one of the pillars of the new external investment plan, inspired by the success of the investment plan for Europe. This plan, one of the legislative priorities for 2017, listed in the Joint Declaration by the European Parliament, the Council and the European Commission of 13 December 2016 is an important building block of the reformed EU migration policy. The new fund aims to mobilise EU grants to catalyse investment from public and private sources to tackle the root causes of migration in the European neighbourhood and Africa, while helping to achieve the 2030 Agenda Sustainable Development Goals. Some NGOs have voiced concern, fearing the use of development policy resources for migration management purposes and in pursuit of European private-sector interests. Third edition.
