The geopolitical, economic and security situation in Europe has evolved significantly in the past 10 years since the Eastern Partnership (EaP) was first created in 2009. With the growing pressure on democracies and multilateralism worldwide, an aggressive Russia under Vladimir Putin and an increasingly influential China, the role of the European Union – a major global champion of democracy and multilateralism – and its responsibility for sustainable stability in the EaP region are growing. Against this backdrop, the new 'geopolitical' European Commission and the EU's High Representative have put forward a proposal for the EaP policy beyond 2020, focused on 'reinforcing resilience'.

Association agreement between the EU and Georgia: European Implementation Assessment (update)

The European implementation assessment (EIA) evaluates the implementation of the EU association agreement (EU AA), including the Deep and Comprehensive Free Trade Agreement (DCFTA), with Georgia. The evaluation forms an update of an evaluation (EIA) published in July 2018, thus evaluates the implementation of the EU AA since mid-2018 until now. The EIA shows progress and pitfalls in the implementation of reforms in Georgia and stresses the importance of the upcoming parliamentary elections in the democratisation of this Eastern Partnership association country. The EIA consists of two parts, an opening analysis prepared internally by the DG EPRS and a briefing paper prepared externally by the CEPS. The EIA has been prepared to accompany the European Parliament Committee on Foreign Affairs (AFET) in its scrutiny work, namely on its work on the own-initiative annual implementing report on the EU association agreement with Georgia.

However, the government has failed to fulfil its promise on electoral reforms and is facing mounting opposition. The High Representative (HR/VP) is expected to make a statement on Georgia during the March I plenary part-session.

This study analyses the Eastern Partnership (EaP) in the year of its 10th anniversary. The Eastern Partnership was set up in 2009 as a joint policy initiative aiming at deepening and strengthening relations between the European Union, its Member States and the six EaP countries of Belarus, Ukraine, Moldova, Georgia, Armenia and Azerbaijan. While each of these countries shares a past in the former Soviet Union, they have developed over time in different directions. Ukraine, Moldova and Georgia have concluded Association Agreements with the EU, which include Deep and Comprehensive Free Trade Areas. They will have to fulfil conditions laid down in the Association Agreements to make progress on reforms of governance, the judiciary and fighting corruption. Moreover, Georgia and Ukraine are seeking to integrate more deeply into the Western world order, aspiring to membership of NATO and the EU. Armenia and Azerbaijan have different ways of cooperating with the EU. Belarus is furthest from the EU because of its poor record on democracy and human rights. All six countries are to a certain extent within Russia’s sphere of influence and have to deal with several geopolitical constraints, but they have increasingly developed economic relations and national identities of their own. It will be a challenge to maintain a common perspective for the next 10 years of the Eastern Partnership and a further divergence between the countries is likely. This will not only be between countries with an Association Agreement and the others, but along multiple vectors. While further developing statehood, the eastern partners will want to decide increasingly for themselves which forms of cooperation they want to pursue in the future. They may choose international partners according to their perceived needs, including Russia, the US, China or Turkey. The EU for its part should continue to pursue its strengths of assisting in achieving better governance and democracy and strengthening economic ties, while contributing to diminishing geopolitical tensions.

EU-Armenia relations have recently been strengthened through the two parties' comprehensive and enhanced partnership agreement (CEPA), applied provisionally since June 2018. This instrument, along with additional frameworks – an association agreement, the European Neighbourhood Policy and the Eastern Partnership – promotes enhanced people-to-people contacts between the EU and Armenia.

Against this backdrop, the EU has geared its support towards the Belarusian people at large. The crisis in Ukraine slowly rekindled EU-Belarus relations, but the backbone of cooperation remains civil society support and people-to-people contacts.
