This study offers an in-depth exploration of pressing themes for European educators and policymakers in the 21st century: learner mobility, citizenship education and the role of digital and virtual learning. Increased opportunities for all young people to engage in mobility programmes will generate benefits in terms of employability, reduced social inequalities and more open, responsible and environmentally aware European citizens.

Russia's education system has undergone many reforms since Soviet times, but still retains a significant number of traditional features. Comparative tests such as PISA show that, in schools, students do well by international standards and that their skills are improving. On the other hand, there is a serious lack of quality in the country's universities.

This study undertakes a quantitative and qualitative analysis of teacher mobility across the European Union Member States where information exists. It explores the relative benefits, costs, strengths and weaknesses of the various mobility programmes.
