As part of the preparation of the EU budget for 2021-2027, the European Commission put forward a new set of regulations to shape the future EU Common Agricultural Policy (CAP) on 1 June 2018. The proposal for a regulation on the financing, management and monitoring of the CAP provides the legislative framework for adapting the financing, management and monitoring rules to a new CAP delivery model. This seeks to achieve more subsidiarity and simplification, with greater responsibility given to Member States, a shift from ensuring single transaction compliance to monitoring system performance in each Member State, and reduced 'red tape', among other things. As part of the next EU budget framework for the 2021-2027 period, the European Commission proposed a new regulation on the European Maritime and Fisheries Fund (EMFF) in order to continue the support to the common fisheries policy and the integrated maritime policy. The new fund would give the Member States more flexibility in the implementation of the priorities. Small-scale coastal fisheries and outermost regions would receive greater preferential treatment. Support for permanent cessation and temporary cessation would be supported under strict conditions. It further proposes increased support for international ocean governance and stronger synergies with other EU policies. The fund is also expected to contribute to the development of the blue economy and support the EU's climate objectives. In reaction to the coronavirus crisis, the Commission published in May 2020 a revised multiannual financial framework proposal, significantly reducing the budget cut for the EMFF as compared to its initial proposal. Both Parliament and Council have agreed positions on the proposal, and trilogue negotiations started in November 2019. An important area of discussion is subsidies to fishing vessels, on which both co-legislators want to go further than the Commission proposal. The regulations on admission to the occupation of road transport operator and on access to the international road transport market have been contributing to the functioning of EU road transport and fairer competition between resident and non-resident hauliers since December 2011. Despite the improvements they have brought to the sector, persistent shortcomings such as diverging national application of the rules and uneven enforcement called for a revision of both acts. On 31 May 2017, as part of a 'mobility package', the European Commission adopted a new proposal to address the main shortcomings affecting the sector, and improve its competitiveness and efficiency. In June 2018, Parliament's Committee on Transport and Tourism (TRAN) adopted its report. After further debates and procedural developments, Parliament adopted its first-reading position on 4 April 2019. The Council, on its side, reached a general approach on this proposal in December 2018, under the Austrian Presidency. After four negotiating rounds, the Council and Parliament reached a provisional agreement on the proposal on 12 December 2019, which was approved by Coreper on 20 December. The Council formally adopted its first-reading position on 7 April 2020, and the TRAN committee recommended on 8 June that Parliament approve it at second reading. The agreed text is thus due to be voted in plenary in July at second reading. If adopted, this would put an end to three years of debate on a complex and controversial proposal. Sixth edition. 2019 report on human rights and democracy

Parliament's July plenary session is scheduled to feature a statement by Josep Borrell, High Representative of the European Union, and a debate on the recently published 'EU Annual Report on Human Rights and Democracy in the World 2019'. The report takes stock of all EU action in 2019 in support of democracy and human rights in the world. Parliament will subsequently respond with its own report issuing recommendations for the future.

When preparing the 2021-2027 multiannual financial framework, the European Commission proposed to strengthen the link between EU funding and respect for the rule of law. To this end, on 3 May 2018, the Commission presented a proposal for a regulation that would introduce a general rule of law conditionality into the EU's financial rules. Any Member State where a generalised rule of law deficiency is found could be subject to the suspension of payments and commitments, reduced funding and a prohibition on concluding new commitments. On 13 November 2019, the decision of the European Parliament's Budget and Budgetary Control Committees to enter interinstitutional negotiations on the proposal was announced in plenary. Negotiations will be based on Parliament's first-reading position adopted in plenary in April 2019. Parliament's main amendments are concerned with the definition of generalised deficiencies, procedural issues (the panel of independent experts and the need to put Parliament on an equal footing with Council), and with the protection of end beneficiaries of EU funding. The rule of law conditionality has become an important element of the negotiations on the legislative package for the 2021-2027 MFF and the Recovery Instrument for the aftermath of the coronavirus pandemic. This preliminary European Added Value Assessment provides a comparison of the main features of the methodologies proposed by the European Parliament and the Commission on monitoring compliance with EU values. It reveals that though the Commission has made a significant step towards Parliament's position, four key differences in their approach remain. These notably relate to what is assessed, by whom and which follow-up is to be provided. The Parliament calls for an interinstitutional agreement in accordance with which a Panel of Independent Experts should assess the state of democracy, the rule of law and fundamental rights in the Member States. Based on this Report the Parliament and national parliaments as well the Council should be able to recommend follow up action to the Commission in terms of monitoring and enforcement. The Commission takes a more limited analysis of the rule of law into its own hands, relying on a network of Member State contact points. In view of its prerogatives, the Commission does not wish to be bound to a certain follow up.

As part of the third 'Europe on the move' package of measures, on 27 May 2018, the European Commission presented a proposal for a regulation on type-approval requirements for motor vehicles and their trailers, as regards their general safety and the protection of vehicle occupants and vulnerable road users. The regulation is part of the EU's efforts to halve the number of fatal and serious injuries in road crashes between 2020 and 2030. It will introduce a number of advanced vehicle safety features that passenger cars, vans, buses and trucks will have to have as standard equipment in order to be sold on the internal market. These include intelligent speed assistance, alcohol interlock installation facilitation, driver drowsiness and attention warning, emergency stop signal, reversing detection and event data recorder. Additional requirements will apply to specific vehicle groups, such as vulnerable road user detection for buses and trucks. The new regulation, adopted by the co-legislators in 2019 and signed on 27 November 2019, will replace three current type-approval regulations as of July 2022: the General Vehicle Safety Regulation, the Pedestrian Protection Regulation and the Hydrogen-powered Motor Vehicles Regulation.
