European app economy: State of play, challenges and EU policy

Ten years have passed since the app economy was launched. Since then apps have evolved to play an increasingly important role in the life of citizens and became crucial to the success of many industries. Growing connectivity and availability of portable devices ensure that this trend will continue. The European app economy is rather successful and accounts for just under a third of revenues in the global market. Clusters of app developers exist in a few western European and Nordic Member States creating well-paid jobs, value and innovation in the digital economy. However, some bottlenecks still exist and hamper the growth of the sector. These include limited availability of finance, shortage of digital skills, the need to constantly upgrade infrastructure, and improving access to data. The EU strives to address these issues by creating an environment conducive to growth of the app economy. The main policy actions include strengthening the digital single market, funding research and innovation, creating fair taxation rules, developing standards and interoperability, fostering consumer protection and confidence, reforming training and education systems and supporting the development of a data economy and the internet of things.

Achieving a sovereign and trustworthy ICT industry in the EU

This study attempts to identify and assess policy options for the EU to achieve cyber-resilience, and to develop capabilities, and industrial and technological resources for a trustworthy EU cyberspace, with a view also to promoting core values, such as online privacy protection. The findings could form the basis for an assessment of alternative measures to improve the resilience of the European ICT industry and the EU's strategic decision-making capacity, and enhance the resilience of critical information technology networks. The study further reviews the current state of reciprocity between search engine services and individual customers. The ultimate aim of this study is to develop concrete policy options to be considered by EU institutions and Member States – and potentially to be used as background by EP committees for their legislative and own-initiative reports.

It looks at existing regulatory approaches illustrated by reference to a range of case studies drawn from other briefing papers in the TTIP series for IMCO. Based on established practice and on the Commission’s recently published proposal on regulatory cooperation, the briefing eventually discusses the likely approach in the TTIP. Despite desirable opportunities there are also significant challenges of reconciling the different regulatory philosophies ahead. In broad terms it finds that the European Parliament’s regulatory powers will not be affected by the Transatlantic Trade and Investment Partnership, but suggests that the EP will need to ensure that the EP’s priorities shape the TTIP regulatory cooperation agenda and not the other way around.

This is a new long-term strategy for the socio-economic development of the European Union. It replaced the Lisbon Strategy that had been implemented since 2000. On 26 June 2010, the European Commission presented the initiative ‘A Digital Agenda for Europe’, the first flagship initiative of the Europe 2020 strategy.

The information and communication technologies sector is of increasing importance to virtually every sector of the economy. There is a high demand for highly-qualified workers to fill the increasing demand of this expanding sector and women, due to their currently low presence in ICT, constitute a pool of potential candidates. This briefing paper presents a brief overview of selected literature and best-practice cases proposed by the European Commission on the issue of how to attract more women into ICT-related courses and consequently to a career in ICT. Two approaches are thus taken: firstly, an analysis of the presence of girls and young women in ICT-related courses and best practices on how to encourage them to pursue such academic path; secondly, an overview of the obstacles female workers face in their work and progression in ICT companies, and best-practice cases on how to attract more female qualified workers into the sector, how to ensure there is fair progression in their careers, and a good work-life balance.

The inclusion of provisions on digital content, including ‘gratuitous’ digital content, in the Common European Sales Law constitutes an improvement in respect to existing EU legislation on sales contracts. However, some amendments are necessary, given the fact that digital content differs from goods. This briefing note critically assesses the relevant provisions on conformity and remedies, and gives suggestions for tailoring them better to digital content.
