The blue economy: Overview and EU policy framework

The blue economy encompasses all economic activities relating to oceans and seas. It employs over 4 million people in the EU and its landscape is evolving rapidly. Some traditional sectors are in decline while other sectors, both established and emerging, are showing strong potential for growth and innovation. This paper focuses on the EU policy framework and the various EU initiatives and actions linked to the blue economy. It provides an overview of the cross-cutting 'key enablers' and a sector by sector analysis. The international dimension or the position of the European Parliament is highlighted where relevant.

The African Union's blue strategy

Harnessing ocean resources in a sustainable manner is the 'new frontier of the African renaissance', according to the African Union. To this end, the African Union has designed an ambitious maritime strategy aimed at restoring ocean health, reinstating security at sea, and strengthening strategic 'blue growth' sectors. The EU is supporting this strategy, which is in line with the main aspects of its own approach to the Africa-EU partnership.

What we do know, however, is that human activities create a number of pressures such as (over-)exploitation, carbon emissions, and pollution, including marine litter. The European Union (EU) has been active in promoting the sustainable use of the seas. In early 2018, the European Commission presented a strategy to address the issue of plastics pollution, including microplastics in our seas.

Research for PECH Committee - Regional ocean governance in Europe: the role of fisheries

This study requested by the European Parliament (PECH Committee) ex-amines regional ocean governance in the European regional seas in the context of fisheries. It assesses key regional organisations (the Regional Fisheries Management Organisations (RFMOs) and Regional Seas Con-ventions (RSCs)) examining the mechanisms by which they cooperate and coordinate as well as their outcomes, within the context of EU policy.

Fisheries in areas beyond national jurisdiction

In June 2015, a UN resolution launched the development of a legally binding international instrument expected to break new ground in the conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction. The Atlantic Action Plan

The European Commission adopted the Atlantic Action Plan in 2013, aiming to revitalise the marine and maritime economy of France, Ireland, Portugal, Spain, and the United Kingdom after the economic crisis. Funded from existing EU programmes, the plan promotes entrepreneurship and innovation through research and technology, while protecting the marine environment. Engaging national and regional actors, it also opens up possibilities of wider transatlantic cooperation.
