Defence: Member States' Spending

31-05-2018

In 2016, the amount of expenditure dedicated to defence represented 1.3% of GDP for the EU-28 and 1.2% of GDP for the Euro area. This is much less than the amount spent on social protection (which is equivalent to 19.1% of GDP), Health (7.1%) or Education (4.7%) but not quite as much as the amount spent on Public Safety and Order (1.7% of GDP) and significantly higher that the amount spent on environmental protection (0.7% of GDP). The EU's global role [What Think Tanks are thinking]

07-10-2016

As foreseen in the European Union's updated global strategy, the Union aims to play a stronger role in international affairs and conflict resolution, to reinforce a rules-based global order in an increasingly complex world and to better coordinate internal and external actions to bolster security and defence. As foreseen in the European Union's updated global strategy, the Union aims to play a stronger role in international affairs and conflict resolution, to reinforce a rules-based global order in an increasingly complex world and to better coordinate internal and external actions to bolster security and defence. The document, entitled "Shared Vision, Common Action: A Stronger Europe", was presented in June by Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission. It seeks to make the Union more "credible, responsive and joined-up." Faced with growing instability in its neighbourhood and internal crises, the strategy envisages boosting EU efforts on defence, cyber-security, counter-terrorism, energy security and strategic communications.  This note offers links to recent commentaries and studies from major international think on the EU's global strategy and related issues. More papers on the same topic can be found in a previous edition of 'What Think Tanks are thinking', published in May.

Public expectations and EU policies - Foreign policy

30-06-2016

Citizens who think EU engagement in foreign policy is sufficient are almost as numerous as those wishing the EU does more in this area – and nearly one fifth confess they are not able to evaluate EU action. This can be explained as the remit of EU foreign policy is not easy to identify, since it brings together missions for which the EU has full responsibility and competences shared with EU Member States, or even the UN or WTO. However, since its inception, EU foreign policy has adapted to an ever-changing ...

However, since its inception, EU foreign policy has adapted to an ever-changing global context: most international issues have multiple impacts – on climate, migration flows or security – and need to be comprehensively addressed. Building on the Treaties’ provisions, the EU and its Member States are moving from ‘silo’ policies (trade, development, humanitarian aid) towards more integrated strategies.

Based on document reviews and expert interviewing, this study details the core elements of a future EU Defence White Book: strategic objectives, necessary capabilities development, specific programs and measures aimed at achieving the improved capabilities, and the process and drafting team of a future European WB. The study synthesizes concrete proposals for each European institution, chief among which is calling on the European Council to entrust the High Representative with the drafting of the White Book.

Workshop: Pooling & Sharing: Member States’ Engagement and the Support by the EU

15-07-2015

The workshop addresses the question to what extent change has taken place, meaning whether P&S is on track and has started delivering the results that MS have declared they want to achieve. It will therefore assess three crucial aspects: • The Member States’ engagement in P&S efforts and its outcomes: The assessment will look into the political cooperation frameworks and the concrete projects MS have agreed upon, both on EU and multinational levels, and the outcomes this has produced. This includes the industrial impact MS cooperation has had so far. • The support to Pooling and Sharing by Union level actors (Council, HR/VP, EDA): what kind of picture on problem awareness and strategic guidance emerges from the strategic documents Council and EDA have issued and what kind of support have especially EDA and HR/VP provided, which role have EU-institutions been able to play vis-à-vis MS? What can be learned from comparable efforts made in NATO? • The future perspective of P&S in terms of challenges, necessities and recommended initiatives linked to the further implementation of P&S: what are the most important concluding observations on the state of affairs, is it worth to continue opting for this change in defence cooperation and if it is, how can the remaining obstacles be overcome, namely the prevailing understanding of sovereignty of EU Member States?

The Peshawar Army Public School Attack: From Nightmare to Greater Darkness?

18-12-2014

Tehrik-e-Taliban Pakistan (TTP) terrorists killed at least 130 children, ostensibly in retaliation for a counter-terrorist military campaign that has targeted the war-struck region since June 2014. The TTP has clashed with the Pakistani army since 2002. Since October 2013, the group has declared war against the ‘un-Islamic’ Pakistani state. The TTP has clashed with the Pakistani army since 2002. Since October 2013, the group has declared war against the ‘un-Islamic’ Pakistani state. Operation Zarb-e-Azb – the military campaign in northwest Pakistan, was supposed to compensate for NATO’s drawdown in Afghanistan; yet it has fuelled the war in Pakistan. Pakistan is crucial for the US’s ‘war on terror’. The EU offers the country preferential trade conditions and substantial direct support. The EU may wish to emphasise the potentially counterproductive effect of Pakistani operations.
