Komitet wydaje opinie w ramach konsultacji obligatoryjnej w przypadkach określonych w traktatach, w ramach konsultacji fakultatywnej oraz – jeśli uzna to za stosowne – z własnej inicjatywy. In its November 2014 Investment Plan for Europe, the Commission announced the establishment of a new European Fund for Strategic Investments (EFSI), to bridge the EU investment gap.
