A Cooperação Territorial Europeia é o instrumento da política de coesão destinado a solucionar os problemas transfronteiriços e desenvolver conjuntamente o potencial dos diferentes territórios. As ações de cooperação são apoiadas pelo Fundo Europeu de Desenvolvimento Regional através de três componentes principais: cooperação transfronteiriça, cooperação transnacional e cooperação inter-regional.

Existem medidas específicas implementadas para apoiar o desenvolvimento das regiões mais remotas da União Europeia, conhecidas como as «regiões ultraperiféricas»: Guadalupe, Guiana Francesa, Reunião, Martinica, Maiote, São Martinho (França), Açores e Madeira (Portugal) e Ilhas Canárias (Espanha).
