The EU 2030 Biodeversity Strategy

Following the presentation of the Communication on the EU Biodiversity Strategy for 2030 - Bringing nature back into our lives (COM (2020) 380 of 20 May 2020), this briefing note (1) provides background elements on the EU Biodiversity policy, (2) presents the key features of its new strategy and (3) analyses its potential effects on the CAP and the upcoming national strategic plans.

This briefing note is written by the Policy Department for Structural and Cohesion Policies for the European Parliament’s Agricultural and Rural Development committee (AGRI Committee). The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. Um maior grau de flexibilidade (comparativamente ao primeiro pilar) permite que as autoridades locais, regionais e nacionais elaborem os respetivos programas individuais de desenvolvimento rural de sete anos com base num «menu» de medidas europeias. Ao contrário do primeiro pilar, que é inteiramente financiado pela UE, os programas do segundo pilar são cofinanciados por fundos da UE e por fundos regionais ou nacionais.

A Ronda de Doha é a última ronda de negociações comerciais da OMC. Lançada em 2001, marcou o início de um novo processo de negociações agrícolas: os membros da OMC comprometeram-se a assegurar melhorias substanciais no acesso ao mercado e a retirar gradualmente todas as formas de subsídios à exportação no apoio interno suscetível de distorcer as trocas comerciais, tendo devidamente em conta a necessidade de conceder tratamento especial e diferenciado aos países em desenvolvimento.
