Training of professional drivers

The revision of existing provisions regarding the training of professional drivers was announced in the 2017 Commission Work Programme (in annex II covering REFIT initiatives). The initiative fits within the general framework regarding professional drivers of trucks and buses, and is closely related to road safety. It is also in line with the Commission’s 2011 Transport white paper and the 2010 communication ‘Towards a European road safety area: policy orientations on road safety 2011-2020’, which notably sought to improve road safety through the education, training and post licence training of road users. On 1 February 2017, the Commission adopted a legislative proposal to amend Directive 2003/59/EC and Directive 2006/126/EC, with the objective of tackling the main shortcomings identified in the implementation of the existing legislation. Training of professional drivers

On 1 February 2017, the European Commission adopted a proposal to revise existing provisions concerning the training of professional drivers (lorry and bus drivers). The proposal amends Directive 2003/59/EC on the initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passengers and Directive 2006/126/EC on driving licences, with the objective of tackling the main shortcomings identified in the implementation of the existing legislation. Considerable efforts have gone into preparing this IA, with several years of research, evaluation and consultations to address the challenge of missing data and quantitative evidence. The IA admits that these efforts were only partly effective, but does not assess any specific solutions for comprehensive data collection. Considerable efforts have gone into preparing this IA, with several years of research, evaluation and consultations to address the challenge of missing data and quantitative evidence. The IA admits that these efforts were only partly effective, but does not assess any specific solutions for comprehensive data collection. In general, the clear screening of the retained options to achieve policy objectives is significant for the credibility of any IA – in this case, it is the weakest section of the report, together with the part on monitoring. Notwithstanding, the analysis of the problems, objectives and measures is pertinent and balanced, and supports the case of the Commission to amend the two directives without creating excessive burdens for stakeholders.

Educational technology encompasses a wide array of technologies and methodologies that are shaped by stakeholders’ behaviours and affected by contextual factors that, if adequately mixed, can contribute to students and teachers better achieving their goals. Such a wide and complex task cannot be addressed by a simple and single intervention. Comprehensive on-going policies are required, covering technology, methodology, economic and regulatory aspects; in addition,  such policies are dependent on strong stakeholder engagement. This is a new process where we must learn by doing; therefore, carefully assessing the results of the different interventions is crucial to ensuring success.

Este estudo propõe-se fornecer à Comissão da Cultura e da Educação do Parlamento Europeu informações sobre a qualidade da docência no ensino básico na Europa e avaliar a situação da formação inicial de professores, do apoio concedido no início de carreira e da formação profissional contínua, tanto na perspetiva dos próprios docentes, como dos respetivos formadores. Avalia igualmente em que medida estes subsistemas no percurso global dos docentes os ajudam a enfrentar os desafios nas salas de aula ...

Este estudo propõe-se fornecer à Comissão da Cultura e da Educação do Parlamento Europeu informações sobre a qualidade da docência no ensino básico na Europa e avaliar a situação da formação inicial de professores, do apoio concedido no início de carreira e da formação profissional contínua, tanto na perspetiva dos próprios docentes, como dos respetivos formadores. Avalia igualmente em que medida estes subsistemas no percurso global dos docentes os ajudam a enfrentar os desafios nas salas de aula, bem como ao nível das escolas e do próprio sistema. O estudo faz o ponto da situação das reformas levadas a cabo no setor em resposta a recomendações anteriores. À guisa de conclusão, apresenta recomendações estratégicas sobre as formas de melhorar a qualidade do ensino através da formação dos docentes.

Combining the Entry of Young People in the Labour Market with the Retention of Older Workers

This study provides an overview of the employment situation of young and old workers in the EU Member States, setting out the most recent developments during the crisis and dealing with policies implemented to promote the employment of both groups. The evidence collected shows that there is no competition between young and older workers on the labour market. Structural or general policies to enhance the functioning of EU labour markets are crucial to improving the situation of both groups. However, the responsibility for employment policies still predominantly lies within Member States of the European Union, although initiatives taken at the EU level can provide added value, particularly through stimulating the exchange of experiences and facilitating regional and cross-border mobility throughout the EU.

O QEQ é um instrumento que visa promover a mobilidade dos trabalhadores e dos estudantes entre países e a sua aprendizagem ao longo da vida através da correspondência dos sistemas nacionais de qualificações. Analisando a importância, a execução e os primeiros resultados, é possível concluir que, apesar de a execução do QEQ poder ter no geral uma apreciação positiva, é possível identificar algumas questões que suscitam um desafio concreto a uma execução plena e fiável do mesmo. Contudo, há um apelo à continuação da execução do QEQ, desde que preenchidas as condições devidas.

The scale of the employment challenge requires the following changes in the political priorities for the next period, which should be particularly considered in the framework of the European Recovery Plan and the EU2020 Strategy : a/ It is not enough to activate the labour supply, it is necessary to activate the labour demand. This means avoiding a premature withdrawal of the fiscal stimulus and re-directing it to support investment and job creation. A new pro-active approach is necessary in this public support, by a better combination between innovation and employment policies focusing on new activities, jobs and skills. Finally, new financial means should be developed and the financial system should be reformed in order to work for sustainable growth, productive investment and job creation; b/ A major process of re-skilling the European labour force should be organized creating a permanent and inclusive system for lifelong learning at European scale; c/ Only under these conditions, it is possible to develop flexicurity principles in order to support the vast professional transitions which will take place in the European labour market over the next years.
