Skills development and employment: Apprenticeships, internships and volunteering

This note presents key findings of a comprehensive study analysing participation, outcomes, quality and challenges of apprenticeships, internships/traineeships and volunteering schemes. Its focus is on two questions of particular relevance for the Employment and Social Affairs Committee:What are the employment effects of each scheme and to which extent do they show a risk of abusing young people as cheap labour? Further, it discusses different quality frameworks and remaining gaps.

This document summarises the presentations and discussions of the workshop on Skills development and Employability: New Skills Agenda for Europe held at the European Parliament in Brussels on Thursday 8 September 2016 as a common workshop for the Employment and Social Affairs and the Culture and Education Committees. The purpose of the workshop was to discuss selected legal acts of the Agenda and other key actions planned which are of particular relevance for the work of both Committees. During the first part of the workshop, the Commission gave an overview of the Skills Guarantee, the revision of the European Qualifications Framework, the upcoming proposal for a revision of the Europass Framework and elaborated on modernisation of Vocational Education and Training Systems with a view to make it more attractive. In a second part, experts presented their assessment based upon lessons from research in these four areas to support ongoing European Parliament work on resolutions and upcoming work on the revision of the Europass Framework. This workshop and the respective document were prepared by the Policy Department A in cooperation with Policy Department B at the request of the Committee on Employment and Social Affairs.

Precarious Employment in Europe (Volume 1: Patterns, Trends and Policy Strategies ; Volume 2: Country Case Studies)

This Policy Department A study examines precarious employment, its patterns, trends and policy strategies in Europe. It explores the risk of precariousness of different types of contract, using information from EU data analysis and literature review, as well as case studies of eight EU Member States. It finds that there are a range and degrees of risks of precariousness associated with all types of contract, based on key indicators of precariousness.

Many experts agree that, in the short term, the refugee influx will lead to rising costs, arising from the need to provide food, shelter and first aid. The current refugee influx represents the largest population movement in Europe since World War II. Its size and complexity make it difficult to draw conclusions on the economic challenges and prospects valid for each Member State of the European Union (EU). Many experts agree that, in the short term, the refugee influx will lead to rising costs, arising from the need to provide food, shelter and first aid. In the longer term, the refugee influx could be positive for the European economy by, for example, addressing the EU's alarming demographic trends. Depending on their education, skills and willingness to work, refugees might improve the ratio of active workers and also contribute to innovation, entrepreneurship and GDP growth. Regarding the labour market, migrants can fill important niches both in fast-growing and declining sectors of the economy, and contribute to labour-market flexibility. Refugee, migration and asylum policy is largely under the auspices of the Member States and intergovernmental EU policy-making. The uncontrolled mass arrival of refugees has highlighted the different views in the Member States on migration and immigration, driven by economic, social and cultural divergences and spurred the debate on a new EU migration policy. According to the European Parliament, the EU and its Member States should target the potential gains from the current influx by, inter alia, successful economic and social integration of the refugees.

Occupational Health and Safety Risks for the Most Vulnerable Workers

This study provides an overview of the situation of immigrants in the European Union, by focusing on the process of their integration and its impact on the labour market. Section 1 provides information on the scale of the migration phenomenon, focusing on the origin patterns of immigrants to the EU-27 and describing evidence about the need of immigrant workers. Section 2 explores in greater detail the employment situation of immigrants, their distribution across the industrial sectors and how this compares with the native population. The legal status of seasonal workers, posted workers and intracorporate transferees from outside the EU is outlined in Section 3, where immigration legislation for these types of workers is described. Section 4 explores obstacles to the integration of immigrants and their children within the educational system, as well as their assimilation into the labour market. The role of both restrictive immigration policies and of practical barriers to integration is investigated. The impact of immigration on the wages and on the welfare state is considered in Section 5, where evidence from empirical studies is compared with the results of opinion surveys. Section 6 concludes the study with an overview of the current implementation of antidiscrimination laws in EU Member States. The section describes best practices taken at the national and company level which have been successful in promoting the integration of immigrants, preventing discrimination and improving their social inclusion. The final Section 7 gives some policy recommendations.
