As part of the preparation of the EU budget for 2021-2027, the European Commission put forward a new set of regulations to shape the future EU Common Agricultural Policy (CAP) on 1 June 2018. The proposal for a regulation on the financing, management and monitoring of the CAP provides the legislative framework for adapting the financing, management and monitoring rules to a new CAP delivery model. This seeks to achieve more subsidiarity and simplification, with greater responsibility given to Member States, a shift from ensuring single transaction compliance to monitoring system performance in each Member State, and reduced 'red tape', among other things. Common rules for gas pipelines entering the EU internal market

In November 2017, the European Commission adopted a legislative proposal to fully apply key provisions of the 2009 Gas Directive to gas pipelines between the European Union (EU) and third countries. In November 2017, the European Commission adopted a legislative proposal to fully apply key provisions of the 2009 Gas Directive to gas pipelines between the European Union (EU) and third countries. Member States would need to cooperate with third countries to ensure full compliance with EU rules. The revised directive was seen by many observers as a part of the broader EU response to the Gazprom-led Nord Stream 2 project, which the European Commission publicly opposes. The Parliament adopted its position on the gas directive in plenary on April 2018, whereas the Council adopted its general approach on 8 February 2019. This was swiftly followed by a single trilogue meeting on 12 February 2019 at which the EU institutions reached a provisional agreement. The agreed text was later formally adopted by Parliament and Council, and entered into force on 23 May 2019. Fourth edition. European Maritime and Fisheries Fund 2021-2027

The European Commission has proposed a new regulation on the European Maritime and Fisheries Fund (EMFF) as part of the next EU budget framework for the 2021-2027 period. The European Commission has proposed a new regulation on the European Maritime and Fisheries Fund (EMFF) as part of the next EU budget framework for the 2021-2027 period. The European Parliament established its first-reading position on the proposal on 4 April 2019. The new fund will continue to support the EU common fisheries policy and the Union's maritime policy. The proposal aims to simplify the delivery of the fund compared to the very complex legal framework in use for the current EMFF. It therefore presents a more flexible architecture: this would allow Member States to use the funds where they see the greatest need, instead of being bound to a list of pre-defined measures and eligibility rules. Small-scale coastal fisheries and outermost regions would receive greater preferential treatment. It further proposes increased support for international ocean governance and stronger synergies with other EU policies. The fund is also expected to contribute to the development of the blue economy and support the EU's climate objectives. Negotiations with the Council on the proposal are expected to start in the new term. Third edition. Horizon Europe – Specific programme: Implementing the framework programme

In June 2018, the European Commission proposed a total budget allocation of €100 billion to finance science, research and innovation projects during the 2021-2027 period, of which the vast majority, €94.1 billion in current prices, would be allocated to the Horizon Europe framework programme. The main aims are to strengthen science and technology, to foster industrial competiveness, and to implement the sustainable development goals in the EU. Horizon Europe would introduce new features such as the European Innovation Council, missions to promote research results, and new forms of partnerships. While the proposal for the framework programme sets out the general and specific objective of Horizon Europe as well as the structure and the broad lines of the activities to be carried out, the specific programme aims to define the operational objectives and activities, especially for missions, the European Research Council, the European Innovation Council, work programmes, and the committee procedure. In April 2019, after several trilogue meetings, Parliament and Council reached a partial agreement, covering the specific programme’s content. It does not however address budgetary issues, pending negotiations on the EU’s overall 2021-2027 long-term budget. Parliament thus adopted its first-reading position on 17 April 2019, and it is expected that further trilogue negotiations will take place in the new term.

EU space programme

In June 2018, the European Commission proposed a total budget allocation of €16 billion to finance space activities during the 2021-2027 period. The bulk of this, €9.7 billion in current prices, would be allocated to Galileo and EGNOS, the EU's global and regional satellite navigation systems, €5.8 billion would be allocated to Copernicus, the EU's Earth Observation programme, and €500 million would be earmarked for security, such as the Space and Situational Awareness (SSA) programme and the new Governmental Satellite Communication initiative (GOVSATCOM) to support border protection, civil protection and humanitarian interventions, for instance. The main aims of the new space programme are to secure EU leadership in space activities, foster innovative industries, safeguard autonomous access to space and simplify governance. The space programme would upgrade the European Global Navigation Satellite Systems (GNSS) Agency by expanding its tasks and transforming it into the new EU Agency for the Space Programme. In April 2019, after several trilogue meetings, Parliament and Council reached a partial agreement on the programme, covering the content, but not, among other things, budgetary issues. Parliament adopted its position at first reading in April. Further discussions on the outstanding issues can be expected once Council reaches agreement on the overall multiannual budget. In June 2018, the European Commission presented a legislative proposal on a European Defence Fund, including a budget allocation of €13 billion in current prices for the 2021-2027 period. The proposal aims to streamline and simplify the current legislation by integrating the Preparatory Action on Defence Research (research window) and the European Defence Industrial Development Programme (as one part of the capability window) into a single fund. The main aims of the fund are to foster the competitiveness and innovativeness of European defence and to contribute to the EU's strategic autonomy. In this regard, the fund would support collaborative industrial projects; co finance the costs of prototype development; encourage the participation of small and medium-sized enterprises; and promote projects in the framework of permanent structured cooperation. Synergies are expected with other EU initiatives in the field of cybersecurity, maritime transport, border management, Horizon Europe, the space programme and the European Peace Facility. Unfair trading practices in the food supply chain

The food supply chain ensures that food and drink products are delivered to the public. It affects all consumers in the EU. The final price paid by the consumer is impacted by the number of participants in the food supply chain. While the single market has brought benefits to operators in the supply chain through more market opportunities and a larger customer base, it has also brought challenges. Structural changes have occurred, leading to different levels of bargaining power and imbalances between ...

The food supply chain ensures that food and drink products are delivered to the public. It affects all consumers in the EU. The final price paid by the consumer is impacted by the number of participants in the food supply chain. While the single market has brought benefits to operators in the supply chain through more market opportunities and a larger customer base, it has also brought challenges. Structural changes have occurred, leading to different levels of bargaining power and imbalances between actors in the chain. The abuse of such differences may lead to unfair trading practices. To strengthen the position of smaller operators (farmers) in the food supply chain, in April 2018 the European Commission proposed a new directive on unfair trading practices. Trilogue discussions began in October 2018 after a successful vote in plenary. The final agreed text was adopted by both Parliament and Council at first reading, and signed on 17 April. Member States must now incorporate its provisions into national law, and apply them by 1 November 2021.

General safety of vehicles and protection of vulnerable road users

As part of the third 'Europe on the move' package of measures, on 27 May 2018, the European Commission presented a proposal for a regulation on type-approval requirements for motor vehicles and their trailers, as regards their general safety and the protection of vehicle occupants and vulnerable road users. The regulation is part of the EU's efforts to halve the number of fatal and serious injuries in road crashes between 2020 and 2030. It would introduce a number of advanced vehicle safety features that passenger cars, vans, buses and trucks would have to have as standard equipment in order to be sold on the internal market. It would replace three current type-approval regulations: the General Vehicle Safety Regulation, the Pedestrian Protection Regulation and the Hydrogen-Powered Motor Vehicles Regulation. In March 2019, the European Parliament and the Council reached a provisional agreement on the proposal, that clarifies exact requirements for different safety features and brings forward the deadlines for their mandatory instalment in vehicles. Parliament is expected to vote on it during the April II plenary session.

Making it easier for small and medium-sized enterprises (SMEs) to access financing through public markets lies at the heart of the capital markets union – the plan to mobilise capital in Europe. Among the various reasons for going ahead with this union is the fact that existing requirements and listing costs in both regulated and multilateral trading venues continue to be disproportionate to the size and level of sophistication of SMEs. To further respond to this situation, the Commission has proposed adopting a regulation to address the administrative burden placed on SMEs when listing or issuing equity and bonds, with the aim to increase liquidity on SME growth markets. The latter are a new category of multilateral trading facilities, which was established under the Markets in Financial Instruments Directive II. To this end, the proposal provides for targeted amendments to two key pieces of financial services legislation, namely the Market Abuse Regulation (MAR) and the Prospectus Regulation. Following interinstitutional negotiations the co-legislators reached a provisional agreement on the proposal on 6 March 2019, and this is due to be voted in Parliament during the April II plenary session.

The regulations on admission to the occupation of road transport operator and on access to the international road transport market have been contributing to the functioning of EU road transport and fair competition between resident and non-resident hauliers since December 2011. Despite the improvements they have brought to the sector, however, persistent shortcomings such as diverging national application of the rules and uneven enforcement called for a revision of both acts. On 31 May 2017, as part of a 'mobility package', the European Commission adopted a new proposal to address the main shortcomings affecting the sector, and improve its competitiveness and efficiency. In June 2018, Parliament's Committee on Transport and Tourism (TRAN) adopted its report and a negotiating mandate for trilogue. However, Parliament did not endorse the mandate and in July 2018, rejected the report, referring it back to the committee. In the meantime, the Council reached a general approach on the three proposals in the package, in December 2018. On 10 January 2019, the TRAN committee adopted a compromise proposal but failed to reach an agreement on the two linked files on driving times and posting. In March, the Conference of Presidents decided to include this file on the agenda of the March II plenary session. After procedural complications, Parliament adopted its first-reading position during the subsequent plenary session, on 4 April 2019.
