Natural resources and environment: Heading 3 of the 2021-2027 MFF

Dedicated to programmes and funds supporting agriculture and maritime policy, and environment and climate change, Heading 3 is the second biggest in terms of funding in the European Commission proposal on the future multiannual financial framework (MFF) for 2021-2027. The two agricultural funds – the European Agricultural Guarantee Fund (EAGF) and the Agricultural Fund for Rural Development (EAFRD) – are the main financial instruments for the common agricultural policy (CAP). They will continue to absorb the greater part of the financial resources under this heading. However, the European Commission proposes an amount of €324 284 million to cover both funds, which is a decrease of around €60 000 million (or 15 %) compared to the current MFF (2014-2020), after deducing current United Kingdom (UK) spending. The proposed European Maritime and Fisheries Fund (EMFF) would amount to €5 448 million, which is 13 % less than in the current MFF, after deducting current UK spending. In its November 2018 resolution on the European Commission proposals for the new MFF, the European Parliament, raised the budget for agricultural and maritime policy back to the level of the current MFF (2014-2020), to €391 198 million. Where the European Commission proposes €4 828 million for the Programme for Environment & Climate Action (LIFE) for 2021-2027, Parliament's resolution increased this amount considerably, requesting an allocation of €6 442 million. Parliament has also asked for a new Energy Transition Fund, with a budget of €4 800 million for 2021-2027, to address the negative socio-economic impact on workers and communities affected by the transition from a coal and carbon dependent economy to a low-carbon economy. The Council has not yet adopted a position on the MFF proposal and national positions are divergent. However, according to the 'negotiating box' proposed by the Finnish Council Presidency, under Heading 3, the cuts in the budget for agriculture would represent a reduction of 13 % in spending, compared to the current MFF.

Nature-based solutions are actions inspired by, supported by or copied from nature that aim to help societies address a variety of environmental, social and economic challenges in sustainable ways. Most nature-based solutions do not have a single objective, but aim to bring multiple co-benefits. Nature-based solutions are actions inspired by, supported by or copied from nature that aim to help societies address a variety of environmental, social and economic challenges in sustainable ways. Most nature-based solutions do not have a single objective, but aim to bring multiple co-benefits. The concept emerged in the 2000s to promote nature as a source of solutions to challenges associated with climate change. It has been supported and broadened by the International Union for the Conservation of Nature and later by the European Commission. In European Union (EU) policy, nature-based solutions are primarily addressed through the Horizon 2020 framework programme for research and innovation, which allocated approximately €185 million to the topic between 2014 and 2020. Other EU funds, estimated at €915 million per year, are also allocated to support green infrastructure projects. Other relevant policy initiatives include the 7th environment action programme, the biodiversity strategy, and the communication on green infrastructure. Nature-based solutions can provide a number of opportunities, including: delivering multiple benefits; reducing and/or avoiding costs; contributing to job creation and the green economy; and positioning the EU as a world leader in the area. However, nature-based solutions can also pose a number of challenges, including: tackling knowledge gaps; managing trade-offs; implementing successful actions; dealing with natural elements; and financing projects. The European Parliament has expressed support for nature-based solutions and urged Member States and the European Commission to establish a coherent network of blue-green infrastructure in rural and urban areas across the EU.

This conflict remains Azerbaijan's top foreign and domestic policy priority and is an essential part of its balanced attitude both towards key regional powers and the EU. The country's neutral geopolitical orientation is supported by its vast energy reserves, which make it an important producer, and transit country for gas and oil from Central Asia to the EU. For many years, this wealth helped sustain vigorous economic growth, yet recently there has been a persistent slowdown which has revealed the need to diversify the economy and invest in non-energy sectors. Azerbaijan has a vibrant secular Muslim society and its political apparatus is often criticised for the concentration of power in President Aliyev. The European Parliament has repeatedly denounced the situation of political prisoners; negotiations for a new comprehensive agreement were launched on 7 February 2017 following the release of some key prisoners in recent months.

South Africa still maintains its lead in the mining, car-making and financial services sectors, and is a well-functioning democracy. However, its material basis of power is shrinking, in particular because of a net slowdown in economic growth in the wake of the global financial crisis. A volatile international economic environment and internal structural weaknesses curb hopes for improved growth in the short and medium term, in a country affected by deep inequalities and a high level of unemployment. Adopted in 2012, the National Development Plan 2030 provides a strategic framework to counter those tendencies, boost growth and reduce poverty.

This report summarises the presentations and discussions during the Workshop on Resource Efficiency Indicators held on 14 April 2015. There was general agreement that world economic growth will soon be limited by the earth’s carrying capacity. In order to have a system for steering the necessary policy measures a set of resource efficiency indicators is needed. In this indicator set priority should be given to most needed indicators. In addition, footprint type indicators, which take into account indirect flows, are needed. The workshop was organised by Policy Department A at the request of the European Parliament's Committee on the Environment, Public Health and Food Safety.

The Arctic region is experiencing major changes, which are occurring more rapidly than in any other region of the world, mainly as a result of global warming and climate change. Coupled with new technology, changes in the Arctic have rendered resources that were once well beyond our reach accessible. The Arctic region is experiencing major changes, which are occurring more rapidly than in any other region of the world, mainly as a result of global warming and climate change. Coupled with new technology, changes in the Arctic have rendered resources that were once well beyond our reach accessible. Commercial ships, for example, are now using Arctic routes each summer to shorten the length of their trips between continents; such routes that would have been impassable only a few decades ago. The fragility of the Arctic environment and of its ecosystems has led to growing concern that they may reach a tipping point, after which they would simply collapse. The rising seas caused by melting Arctic glaciers are only one example of the relation. More robust Arctic governance systems need to be developed soon, particularly as the UNFCCC discussions are not progressing as expected. For The Arctic Council, for example, should be given wider powers. Arctic governance will have to strike a balance between protection and development, and between respecting Arctic States and their inhabitants and recognising the legitimate interests of the rest of the world. Several Arctic States have issued Arctic strategy papers, and the European Commission will this month adopt its second Communication on the EU’s Arctic policy.

Proceedings of the Workshop on "Resource Efficiency"

Within the framework of the EU 2020 Strategy, the Commission adopted the Flagship Initiative on “A Resource Efficient Europe” in the beginning of 2011. This was followed by the “Roadmap for a resource-efficient Europe”, which provides the framework in which future actions can be designed and implemented coherently. The workshop discussed the challenges and best practices in the light of the upcoming European Parliament’s INI Report on “A resource-efficient Europe”.

Agriculture plays an important role in the provision of a wide range of public goods in Europe, particularly regarding the environment and rural vitality. Appropriate policies are required to secure adequate provision in future. The Common Agricultural Policy potentially has a key role. This report examines some of the issues involved in reorienting the CAP for this purpose and proposes how it could be modified to contribute to the provision of public goods more effectively in the future.
