In June, the Heads of State or Government of the countries sharing the euro currency will discuss ways to improve the functioning of the euro area. French President Emmanuel Macron has proposed an ambitious reform plan, but Germany, the euro area’s economic powerhouse, is more cautious. Despite continued growth, after years of stagnation, the euro area needs better governance to meet future challenges, economic analysts say. They add that recent political developments in Italy may complicate the drive for reform, as could unstable political situations elsewhere. This note brings together commentaries, analyses and studies by major international think tanks and research institutes on challenges facing the euro area and related issues. Earlier publications on the topic can be found in a previous edition of 'What Think Tanks are Thinking' published in December 2017.

Vladislav Goranov, Minister of Finance of Bulgaria, is participating in the ECON Committee in his capacity of the incoming President of the ECOFIN Council during the Bulgaria’s Presidency (January - July 2018). This briefing provides an overview of the main achievements of the Estonian Presidency, the Bulgaria Presidency priorities in the economic and financial areas, the recent developments under the European Semester, the implementation of the SGP, the MIP as well as the Banking Union. Finally, it presents the latest developments under the third financial assistance programme to Greece. According to the Treaty of the Union “Member States shall regard their economic policies as a matter of common concern and shall coordinate them within the Council”.

În final, luând în considerare recomandările din rapoartele Comisiei Europene din ianuarie 2017 și concluziile Consiliului din martie 2017, studiul evaluează orientările care au fost urmate de la începutul anului de către cele două țări.

Priority dossiers under the Bulgarian EU Council Presidency

Bulgaria will hold the EU Council Presidency from January to June 2018. This will be the first time Bulgaria has held the rotating presidency since it joined the EU in 2007. Its Presidency is part of the Trio Presidency composed of Estonia, Bulgaria and Austria. Bulgaria will hold the EU Council Presidency from January to June 2018. This will be the first time Bulgaria has held the rotating presidency since it joined the EU in 2007. Its Presidency is part of the Trio Presidency composed of Estonia, Bulgaria and Austria. It is to be noted that a new Joint Declaration is being prepared and will be negotiated by the three Presidents in early December 2017. It is likely that the new Joint Declaration will cover January 2018-May 2019, to coincide with the legislative cycle of the European Parliament. Taking into account the need for active dialogue with EU citizens, Bulgaria will strive to achieve progress in the field of security, employment, sustainable growth and ensuring a stronger EU presence on the world stage. In particular, it tasks itself with focusing on youth questions and security issues as horizontal priorities. The Bulgarian government has announced three broad messages for its programme: Consensus, Competitiveness and Cohesion.

This briefing, commissioned by the Policy Department on Citizens' Rights and Constitutional Affairs for the PETI committee, focuses on the Aarhus Convention, applicable to the EU and to all Member States. The Convention provides for rights to the public to access to information, participation in decision-making and access to justice in environmental matters. This briefing, commissioned by the Policy Department on Citizens' Rights and Constitutional Affairs for the PETI committee, focuses on the Aarhus Convention, applicable to the EU and to all Member States. The Convention provides for rights to the public to access to information, participation in decision-making and access to justice in environmental matters. The Aarhus Convention Compliance Committee has found several EU Member States as well as the EU itself non-compliant with the Convention. Currently eight EU Member States and the EU are on the list of non-compliant Parties, decided by the Meeting of Parties when endorsing Committee findings. The Committee follows up and reports on whether these Parties are taking sufficient measures to get in compliance. Adequate implementation by EU legislation, monitoring by the Commission and jurisprudence by the EU judiciary are important for effective enjoyment of the Aarhus Convention rights by the public throughout the EU.

Exposure to elevated air pollution levels has substantial negative impacts on human health and the environment. The main pollutants are particulate matter (PM10, PM2.5), nitrogen dioxide (NO2) and ozone (O3). The Ambient Air Quality Directive therefore sets limit and target values for the concentration of air pollutants. Thresholds for particulate matter and nitrogen dioxide are exceeded in several Member States.
